South Korea intends to provide every resident with unrestricted free use of an AI chatbot. This approach positions the technology more like essential public infrastructure than a paid subscription service.

The Ministry of Science and ICT launched the AI for Everyone initiative on July 13. Local firms will create the system using domestically built models, and an additional AI agent will guide users through public services. This focus targets practical needs rather than casual tasks like drafting messages.

Features of the no-cost chatbot

The project includes a general chatbot available to anyone in the country at zero expense. A dedicated public-service agent will also locate suitable government programs and support application processes.

Two or three private operators will be selected to build the tools. Testing begins by late September, followed by a full rollout before the close of 2026. The government will provide as many as 512 Nvidia B200 GPUs, yet the chosen firms must contribute their own funding as well.

Requirements for domestic AI models

Each service must run at least half its operations on South Korean foundation models that satisfy ministry criteria. Teams using custom models need to obtain over 30 percent of components from other local AI providers. Overseas options may cover only narrow needs, and they receive no government funding.

These measures aim to retain public investment within the national tech sector and lessen dependence on foreign systems. A domestic platform avoids risks from sudden restrictions or access cuts by outside providers.

Long-term funding outlook

Official backing runs through 2030. Funding levels after 2027 will hinge on yearly reviews and budget talks, leaving the exact future of free access open. Proposals must arrive by August 11.

South Korea is advancing past small-scale experiments by extending AI access nationwide. The key test remains whether local models can match or exceed commercial alternatives enough to attract widespread adoption. The September trial will provide the initial clear indication.
