The country's biggest mobile provider admits its infrastructure falls below expectations. Andrea Donà of VodafoneThree described the present quality level as embarrassing in comments to the Guardian.

He outlined the impact of rising AI traffic by comparing it to ongoing signal drops experienced in crowded venues, but without any relief.

Baseline conditions remain weak. UK mobile reach trails all EU nations and other G7 members according to Opensignal figures reviewed by Which?. The review ranks the country 57th worldwide on overall network metrics.

Investment levels are not the barrier. VodafoneThree has pledged £11B toward mast improvements while reducing total sites by 30 percent.

Nearly all efforts avoid fresh locations. Around 96 percent target current structures, yet more than half still face planning reviews.

Donà focuses on process changes over spending. Planning reform offers the simplest growth path without public funds, he noted.

The European Union enacted similar measures in 2024. The approach he advocates already exists in law on the continent.

The Gigabit Infrastructure Act requires authorities to rule on high-capacity network permits within four months or treat them as approved. It took effect last November. Countries can skip automatic approval but must provide alternatives like compensation or legal recourse.

Brussels continues advancing. The Digital Networks Act suggests permanent spectrum rights, sharing requirements for unused bands, and easier rollout tied to stronger coverage obligations.

The UK faces none of these rules. Operators also note that mobile systems count as critical infrastructure yet lack the business rate and energy benefits given to data centers.

Other regions tackle the issue differently. A Spanish firm secured €150M for satellite-based 5G aimed at standard handsets, bypassing ground-level approvals entirely.

This illustrates the core challenge. Britain safeguards the sites running models while overlooking the connections needed to deliver them.
