Meta has been instructed to return to discussions with French newspapers regarding compensation. On Wednesday, the nation's competition authority directed the firm to restart talks with media publishers about remuneration for their material, following the breakdown of previous negotiations.

The directive includes a tight deadline. The Autorite de la concurrence required the owner of Facebook and Instagram to outline its payment proposal within 15 days, a short window for a conflict that has already extended for months.

Publishers initiated the action after talks collapsed. French media organizations brought their concerns to the regulator when negotiations with Meta ended without resolution on compensation amounts. Central to the matter is the European concept of neighboring rights.

In straightforward terms, this allows news organizations to seek payment when platforms utilize their reporting, and it has already led to a significant decision against Meta at the EU's highest court.

The list of complainants includes major French outlets. It encompasses television broadcasters along with publications such as Le Figaro, Lagardere, L'Express, La Depeche, Liberation, Radio France and Centre France.

The regulator's language strengthens the order. By labeling Meta's fee calculation approach a likely abuse of dominance, it shifts the issue from simple business talks into competition law territory, where consequences can be substantial.

France has taken firm positions before. Its authority previously fined Google 250 million euros concerning the use of publishers' material, indicating how seriously the country views compensation for news content. It has experience enforcing this specific right as well.

France was among the earliest nations to incorporate the EU's 2019 copyright directive into domestic legislation, and it has enforced the outcome more rigorously than many peers. The dispute extends beyond Meta. Google spent years navigating similar regulations, at times proposing adjustments to news ranking methods to avoid further issues from Brussels.

For Meta, this adds to its existing European challenges. The company is already contesting EU rules on targeted advertising, and the publisher dispute creates another area of contention in its operations.

The core disagreement involves both approach and amounts. Publishers argue Meta designed its calculations to minimize payments, while the platform rejected conditions it viewed as impractical.
