The European Parliament cast its vote on Tuesday to endorse the Turnberry Agreement, the trade arrangement reached at Donald Trump’s Scottish golf resort in July 2025. The final count showed 440 votes in support, 151 opposed, and 50 abstentions.

The agreement requires the EU to drop most tariffs on US industrial goods. In exchange, the United States limits tariffs on major European exports such as cars, semiconductors, and pharmaceuticals to 15 percent.

What the deal covers

The new rules put into effect the tariff parts of the August 2025 joint statement. Zero-for-zero tariffs now apply to key items including aircraft, select chemicals, generic medicines, semiconductor equipment, natural resources, and critical raw materials.

A sunset clause ends the agreement on 31 December 2029 unless both sides agree to extend it. A separate safeguard allows the Commission to pause concessions on steel and aluminium if the US does not reduce tariffs on those goods below 15 percent by the close of 2026.

A deal nobody wanted but everybody needed

The road to approval proved difficult. In January, Parliament halted all work on the pact after Trump renewed demands concerning Greenland.

Work resumed in February, only for Trump to increase auto tariffs to 25 percent in a move critics described as a clear violation of the Turnberry limit. The final version, settled between the Council and Parliament on 20 May, included safeguards that MEPs had pushed for, though many still saw the outcome as uneven.

“Not a good deal,” one trade committee member told TVP World. The imbalance stands out: the EU removes most import duties while the US maintains a flat 15 percent rate on nearly all goods arriving from Europe.

The tech clause nobody is talking about

Semiconductors receive coverage under the deal, but the larger technology questions lie outside the text. US Commerce Secretary Howard Lutnick has directly tied further tariff relief to EU steps that would ease its Digital Markets Act and Digital Services Act, the measures that allow fines up to 10 percent of global turnover on major US tech firms.

Trump’s February 2025 executive order labeled European digital services taxes “overseas extortion.” The Turnberry deal leaves this conflict open rather than settled.

The schedule adds pressure. The EU AI Office receives full enforcement authority on 2 August, shortly after Tuesday’s vote, giving it power to impose fines up to 3 percent of global turnover for breaches of its general-purpose AI requirements.

Europe’s reliance on US cloud providers has turned into a direct point of leverage in trade talks. The EU’s proposed Digital Omnibus Regulation, which would relax several digital enforcement measures, took shape partly because of American trade demands, according to the ECFR.

Critics contend that Brussels is constructing a tech sovereignty structure with one hand while weakening it with the other.

What happens next

The vote clears the tariff legislation, yet the wider Turnberry agreement contains pledges that have yet to face tests. Reports indicate the EU agreed to buy $750bn in American energy exports and direct $600bn in investment toward the US by 2028, though the Parliament vote addressed only the tariff sections.

The first clear deadline arrives on 31 December 2026, when the Commission must assess whether the US has cut steel and aluminium tariffs as promised. If it has not, the safeguard clause activates and the EU may restore its own duties.

For European technology firms, the core question is straightforward yet difficult. The Turnberry deal provided breathing room, but whether that time proves sufficient to preserve the DMA and DSA, or whether those laws become the next point of compromise in talks Europe did not seek, marks the contest now underway.
