Simon Jennings understands this reality more than most observers.

Besides providing the Uefa Pro Licence and A-licence training as a coaching educator, he oversaw youth development throughout Morocco from 2020 to 2024.

"This outcome stems from deliberate planning," he noted. "It reflects focused national goals."

Those goals originate at the highest levels of leadership.

Consistent funding has flowed into football, supported directly by King Mohammed VI.

Resources have supported advanced training complexes, a national academy, regional centers, stadium upgrades and numerous grassroots pitches.

"Elite players accustomed to European standards require comparable environments," Ward noted.

"Encountering facilities of this quality demonstrates genuine commitment to excellence."

"That commitment stands out clearly."

Youth activists have urged redirecting resources toward education, healthcare, housing, transport and employment initiatives.

The royal palace responded by pledging the equivalent of 11.2 billion pounds for health and education in the 2026 budget, marking a 16 percent rise from the prior year.

Ward, employed by the RMFF from 2020 to 2024, sees the purpose behind the football investment as straightforward.

It aims to harness Morocco's deep love for the sport while securing international influence through competitive success.

A change in outlook has taken hold.

Before the 2022 World Cup, Morocco had reached the knockout phase only once, advancing to the last 16 in 1998.

Yet even before matches began, former coach Walid Regragui told his squad they were not traveling to Qatar merely to complete three group fixtures.

Their aim was to achieve something substantial.

Morocco possesses the talent pool thanks to its diaspora alongside homegrown players.

Foreign ministry estimates indicate more than five million Moroccans reside overseas.

The nation has worked to spot and contact promising talents with these backgrounds early, stationing full-time scouts across France, the Netherlands, Spain, Germany, Norway, Sweden and Denmark.

Jennings noted that such players are welcomed fully as Moroccans.

"A strong bond exists," he explained. "They maintain close ties to their heritage and identity. This connection shows clearly."

"It never feels like a secondary choice."

"They embrace being Moroccan with genuine passion and deep national pride."

The outcomes prove impressive.

Nineteen of the 26 players in Morocco's current World Cup squad were born abroad.

Six of them could also have represented quarter-final rivals France, among them promising Lille midfielder Ayyoub Bouaddi.

Though the 18-year-old featured for Les Bleus at youth levels, he always valued his Moroccan roots.

Spain's young sensation Lamine Yamal, whose father is Moroccan, received similar attention, with the RMFF meeting his family to discuss options.

Ward emphasized that talent searches leave nothing overlooked, even when efforts fall short.

"Discussions about Yamal began when he was roughly 12 or 13 at Barcelona," he remembered.

Morocco's next challenge involves developing more senior internationals from within the domestic system.

The federation must also bolster club and academy structures.

Chris van Puyvelde, technical director at the RMFF from 2022 to 2025, set a goal of balanced representation between locally born players and those developed abroad by the following World Cup.

He cautioned that overall organization within the country requires improvement.

A careful approach is needed amid pressure for immediate results, which risks prioritizing short-term prospects over long-term technical development.

Morocco manager Mohamed Ouahbi learned this lesson after his under-20 team missed the African Nations Cup in 2023.

"We held discussions with the president," Van Puyvelde recalled.

"He inquired what steps to take with the coaches after the loss to Libya. Such results are unacceptable and changes may be required."

"I replied that these coaches are strong and deserve additional support through better structures."

With fresh support and measured patience, Belgium-born Ouahbi guided his side to the Under-20 World Cup title in 2025.

He advanced to senior team manager shortly afterward when Regragui stepped down following the senior African Nations Cup disappointment.

The trophy went to Morocco after they lost the final 1-0, following Senegal players protesting a late penalty decision that was later missed by Brahim Diaz.

Ouahbi had to refocus quickly ahead of the World Cup, yet the RMFF also planned ahead by extending his contract through 2030.

Morocco fields the third-youngest squad at the tournament, with starters averaging 26 years and 126 days, while the under-20 triumph signals emerging talent for Ouahbi to integrate.

Morocco appears to be constructing foundations as it prepares to co-host the next World Cup alongside Portugal and Spain.

"Stadiums are rising, yet the base is also being strengthened from the ground level," Van Puyvelde added.

"A taste of success, such as Morocco experienced in Qatar in 2022, spreads rapidly throughout the nation."
