The summer transfer window has put one club firmly in the spotlight. London City Lionesses, who sat in the lower reaches of the second division just over two years ago, have surprised the women's game with a string of high-profile arrivals. These include Spanish internationals Alexia Putellas and Mapi Leon, former England goalkeeper Mary Earps, and French winger Kadidiatou Diani, who joined on Wednesday. The moves signal a clear plan to challenge the established hierarchy in the Women's Super League.

Opinions remain split. Some praise the commitment shown by independent owner Michele Kang, an American businesswoman pouring resources into women's football. Others at competing clubs express confusion over how a smaller side can secure such elite talent under the league salary cap. Their main concern centers on compliance with wage rules.

Such doubts stem from the club's latest accounts for the 2024-25 season, when promotion was secured. Revenue stood at 902000 pounds while an operating loss reached 10.6 million pounds, far exceeding income. No strict financial limits applied then, yet they do now.

Current rules require a club's wage bill to stay below 80 percent of revenue plus either 4 million pounds or an extra 25 percent of revenue, whichever figure is larger. Breaches could trigger point deductions of one per 100000 pounds overspent, rising to 10 points or more beyond 900000 pounds.

Regulations note that penalties for salary threshold breaches will not apply during the 2025-26 period. Sources across multiple clubs confirm last season served as a trial phase, so no punishments follow for overspending now. Enforcement begins in 2026-27, with clubs expecting full adherence this coming campaign. London City must therefore boost income quickly or risk sanctions, having added players such as Janni Thomsen and Nicole Anyomi.

After further signings including Grace Geyoro, Lucia Corrales and Alanna Kennedy, most expect the club missed the wage threshold in 2025-26, a situation shared by others with modest revenues. Kang remains convinced that top players can generate commercial gains. Success would validate the approach and encourage further investment elsewhere, while failure could bring points penalties after 2026-27.

The club states it operates fully within rules and has shared all details with the league. Officials also credit the arrivals of Putellas and Earps with lifting commercial interest across the division, where London City ended sixth last term.

Accounts for the year to June 2027 appear on Companies House in spring 2028, though clubs must file figures by the September following each season, meaning September 2027 here.

The league faces a delicate task in attracting backers like Kang without compromising fairness or allowing rules to be ignored. Many understand her position, since she lacks access to shared revenue from a linked men's team.

Sustainability remains the core issue. Even if revenues grow this season, the widening divide between wealthier and smaller clubs raises concerns for overall health. The contrast with spending reductions at sides such as Southampton, Plymouth and Forest Green Rovers, who disbanded their women's section, appears stark.
