Rangers and Celtic have been issued with disciplinary notices after crowd trouble erupted during their Scottish Cup quarter-final at Ibrox in March.

The Scottish Football Association released matching complaints against the clubs alongside publication of an independent review examining the incidents around the match.

Each club is charged under SFA rule 37, which addresses requirements for good order, security arrangements and prevention of unacceptable supporter behaviour.

The regulation requires clubs to maintain suitable policies and to take reasonable steps to identify and sanction fans involved in misconduct.

Hearings for both clubs are scheduled for 13 August.

Disorder broke out on the pitch after Celtic won the tie on penalties, securing their place in the next round.

Visiting supporters entered the field to celebrate, prompting home fans to move toward them while fireworks were exchanged between the groups.

Police have confirmed at least 37 arrests connected to the disorder, which left several officers and stewards injured.

The review characterises the episode as a near miss, noting the confrontation was narrowly avoided and could easily have escalated into widespread violence.

Author Mark Blackbourne warns that a crushing incident was a foreseeable risk after noncompliant ultra fans pushed past stewards and officers.

The document states that ultra groups wield influence far beyond their numbers and that no external oversight exists for operational plans at high-risk matches involving the clubs or Police Scotland.

This fixture marked the first full away allocation for an Old Firm game since 2018.

The review observes that current sanctions focus on individuals while largely shielding clubs from repercussions, offering little incentive to address supporter misconduct.

It recommends tougher measures such as partial stadium closures and argues the SFA possesses stronger powers than it has exercised, describing its approach as inconsistent and overly lenient.

An independent judicial panel will examine the findings, while SFA chief executive Ian Maxwell pledged joint work with the SPFL, clubs, police and government to prevent any recurrence that damages the sport's standing.
