Manchester City stands at the forefront of resistance against the Premier League initiative to deliver £1.5bn to the English Football League through a major financial settlement, due for discussion among the 20 clubs this Thursday.

The Premier League aims to present its proposed offer, distributed across a decade, for a vote on Thursday to settle the issue ahead of the new season, yet City has advanced an alternative plan over worries regarding funding sources.

Several of City concerns align with those of other Big Six members, who face higher contributions than remaining Premier League clubs toward the New Deal for Football, though support from those rivals remains uncertain.

City lacks broad backing in the top flight while awaiting the independent tribunal ruling on 115 alleged Financial Fair Play breaches, even after resolving a prior dispute with the Premier League on Associated Party Transaction rules last year.

The Guardian reports that City annoyed multiple clubs by introducing last-minute changes to rule proposals ahead of the Premier League Annual General Meeting in June, only to see them rejected by a 19-1 margin.

City along with other leading clubs objects to the Premier League plan to finance the redistribution by raising the transfer fee levy from 4% to 6%, placing a heavier burden on high-spending teams.

The Premier League will proceed with a Thursday ballot only upon confidence in securing the needed 14 votes, with insiders expressing measured optimism amid the resistance.

The average annual contribution of £150m under the Premier League offer shows little change from a prior £750m five-year proposal from September 2023, though the duration has now doubled.

Approval by clubs and acceptance by the EFL would trigger an initial £100m payment this season, followed by increased amounts through to the 2035-36 campaign.

Whether the EFL accepts this initial Premier League bid stays unclear, as chair Rick Parry reportedly seeks improved terms.

Upon approval the EFL plans to direct 80% of the New Deal to Championship clubs, 12% to League One and 8% to League Two.

Both City and the Premier League declined to comment.
