The British government has revisited a topic performers have debated since the departure from the EU: ways to simplify work across the continent.

Its fresh music strategy, Turn It Up: Our Plan for Music, mentions the initial senior meeting on culture between the UK and the European Commission from March and commits to ongoing efforts that ease obstacles for British performers on EU stages.

The moment carries weight. The UK plans to re-enter Erasmus+ during 2027, while London and Brussels advance a wider renewal of ties after Brexit.

Music provides a useful measure of that renewal. The UK has exited the European Union, yet its performers remain as European as before.

British artists still visit the continent, and European players keep positions in British ensembles. The musical network endured after Brexit, though managing it grew far more complex.

A UK government analysis puts the extra costs of EU touring barriers from 2022 to 2024 at 208 million pounds in foregone output and roughly 2,490 full-time roles.

A Musicians' Union poll showed that, among players who had worked in the EU before, 75 percent saw fewer engagements and 72 percent reported reduced EU earnings.

Over half described EU touring as no longer viable on financial grounds.

Yet music shows something beyond another Brexit side effect. The split drew a political line through a professional group that had worked across borders for centuries.

Musicians Viewed Themselves as European Long Before the EU

European musical travel predates freedom of movement. In the early 1800s, theatre groups crossed language and state lines. Imperial Russia hosted French and German troupes next to local artists, and Italian opera formed a steady part of its scene.

Solo performers moved just as freely. John Field, the Irish pianist and composer central to my research, studied in London before building most of his career inside the Russian Empire. The German pianist Adolf Henselt settled there and shaped Russian music teaching.

These cases were typical: musical activity was already international. The EU did not create that flow. European integration only reduced the paperwork.

Brexit did not render British musicians unwelcome in Europe or European musicians unwelcome in Britain. It raised the expense of sustaining those links.

For a global headliner with staff support, one more permit is a minor hassle. For an emerging group weighing whether four European dates make sense financially, it can decide if the tour occurs.

The Border Shows Up Before Any Tour Begins

The effects start before careers launch. A conservatoire is not only a place to earn a credential. It is where professional contacts begin. A student might meet a future group member, and an exchange can open doors years later.

The post-Brexit numbers stand out. New EU students entering UK higher education dropped from 66,685 in 2020-21 to 28,375 in 2023-24, a fall of about 57 percent based on HESA figures.

Britain's Turing Scheme aided outward travel but lacked Erasmus+'s two-way design.

The UK's planned return to Erasmus+ in 2027 therefore reaches past campuses. In music, today's exchange participant may become tomorrow's collaborator.

At the same time, Brussels continues to fund cultural movement. Creative Europe holds a 2.44 billion euro budget for 2021-27. Its Pan-European Cultural Entities programme backs orchestras that cross borders to train young players: roughly 11 million euros went to five projects in 2024, set to reach more than 1,000 young musicians from at least 20 countries. The policy view is clear: movement itself generates worth.

Include Performers in the Renewal

At the 2025 UK-EU summit, both sides noted the worth of travel and cultural exchanges, including touring artists.

The new high-level cultural talks offer a place to convert that note into action. Cultural mobility should form a standing element of the UK-EU renewal.

London and Brussels should use the talks to spot touring rules that can be eased and to seek more uniform treatment for short cultural visits across member states.

Emerging artists should also receive clear attention inside the proposed Youth Experience Scheme. The commission's initial idea outlined a fixed-term path for those aged 18 to 30 to spend time across the Channel. Paid cultural work should be stated plainly in any final deal.

A 24-year-old violinist should not find that a scheme meant to reopen chances for young Europeans functions smoothly only once someone pays her to play.

None of this requires restoring freedom of movement inside the orchestra pit. Britain left the EU and cannot expect every membership benefit.

The case is practical. British and European cultural sectors stay connected, and needless friction hits hardest those least equipped to handle it. Large bodies hire staff. Global names have agents. A young quartet may own four instruments and a messaging group.

Two centuries ago, Field journeyed from Ireland via London and built a career in Russia. Henselt left Germany and joined Russian music education. They moved long before high-speed trains, Erasmus+ or Creative Europe.

Two hundred years later, crossing the continent takes less time. Building a European career should not grow more difficult. The UK has left the EU. Its musicians have not left European musical life.

As London and Brussels shape their updated ties, cultural mobility should count as part of the foundation. Musicians will keep crossing the Channel. The question is how expensive we decide to make those journeys.
