Sudan army conditions US plan on complete RSF exit from occupied cities

The Sudanese army has tied its acceptance of a US plan to end the three-year civil war to the Rapid Support Forces fully leaving cities under their control, based on documents reviewed by Reuters.

The documents, verified by senior officials, indicate the US proposal from last month sought an immediate 90-day humanitarian truce from both sides to enable talks on a lasting ceasefire and a civilian-led path to elections.

It further proposed a UN-supported process for limited RSF withdrawals focused on North Darfur after the recent seizure of al-Fashir and North Kordofan amid ongoing drone strikes.

The army-led government endorsed most elements but rejected the limited scope, insisting the plan require withdrawal from every city occupied since May 11, 2023.

The US State Department offered no comment on the matter. The Sudanese Foreign Ministry also did not respond promptly to inquiries.

US pushes for single national army and civilian political transition

The proposal included creation of one national army through disarmament and reintegration steps plus a civilian-led political process that bars the Muslim Brotherhood and groups involved in atrocities.

After earlier statements to the UN Security Council suggesting rejection, US adviser Massad Boulos noted on social media his pleasure that army leader General Abdel Fattah al-Burhan had accepted the plan.

The US has pursued multiple failed efforts to halt fighting that has displaced millions, caused hundreds of thousands of deaths, and fueled widespread hunger and illness.

UN experts charge RSF with genocide

UN experts have accused the RSF of genocide in Darfur, where the group holds territory and has started forming a parallel administration. The RSF rejects claims of civilian targeting.

An RSF official confirmed receipt of the proposal, expressed welcome, and noted a written reply without providing specifics. The force has accepted prior offers yet continued military operations.

RSF forces are now running a drone campaign across the Kordofan region linking Darfur to the army-held east.

The conflict erupted in April 2023 when the army and RSF clashed over troop integration and a shift to civilian democracy.
