Intense heat is emerging as a serious danger to Europe's economy by interrupting sectors that depend on outdoor labor and revealing shortcomings in employee protections.

"Extreme heat represents a substantial hazard to both public health and economic stability in Europe with notable effects on overall economic performance and government budgets" Hans Martin Füssel a climate adaptation specialist at the European Environment Agency told EUobserver.

While wildfires ravage areas of France and Spain consuming over 42000 and 80000 hectares respectively and displacing more than 300000 residents according to AFP observers are increasingly concerned about the broader financial toll from prolonged heat events.

The current heatwave has driven temperatures past 40°C in nations including France and Spain with overburdened medical services linked to thousands of additional fatalities throughout the continent.

"Heat stress is frequently described as the silent killer" noted World Health Organisation director Tedros Adhanom Ghebreyesus in a post on X.

France stands to incur the greatest costs from this summer's extreme conditions with roughly $240bn [€211bn] in potential output losses through 2030 according to a heat-impact model from Allianz SE Europe's leading primary insurer.

The model examined over 40 nations worldwide drawing on heatwave cost data from 2014 to 2024 and highlighted constraints within Europe.

Since the 1980s financial damages from climate-related hazards have climbed in Europe with notable spikes during 2021-2022 when totals approached €50bn.

Once temperatures exceed 30°C the point at which human output declines agriculture and construction face the strongest effects as outdoor tasks slow and crops suffer from the severe conditions.

"Unlike storms or floods extreme heat rarely registers as immediate physical harm" the report observes.

Although France led in total economic losses Italy Spain and Germany ranked immediately after.

The analysis projected that budget impacts would weigh most heavily on France Italy and Spain given their limited capacity to manage such shocks.

Olive harvests fall 28 percent

"One day of extreme heat at flowering time can wipe out a full crop even when the remainder of the season proves ideal" explained Italian agro-climatologist Marco Moriondo regarding olive production.

Olive oil output on the Iberian Peninsula may drop by as much as 28 percent according to another study. Spain leads global olive oil production accounting for more than half of worldwide supply.

Italy and Germany followed in the silent killer forecast with projected losses of $147bn and $131bn while Spain placed fifth with around $120bn in potential shortfalls.

France Italy Germany and Spain require the largest adaptation investments partly because of their size and location.

The EEA noted that country comparisons hinge on the chosen approach.

"As the EEA we would not formally support claims that Germany or France ranks as the most affected nation" Füssel stated.

At the same time the Allianz study adds to mounting proof that heat has evolved beyond a health issue into an economic concern.

"Extreme heat and heatwaves function as ongoing hazards that affect numerous industries and the broader economy" Arianna Giannetti a climate specialist at the EEA told EUobserver.
