For Ukraine and its backers the unexpected death of Senator Lindsey Graham prompts a vital question. Absent a strong Trump ally who spoke out firmly for President Volodymyr Zelensky, will the administration keep its recent support for Kyiv intact?

The outcome will shape two key areas: sanctions legislation against Russia that Graham advanced for more than twelve months and continued military aid to Ukraine.

Progress on both fronts has recently favored Ukraine as Kyiv confronts heavier Russian strikes and calls to conclude the conflict that has lasted nearly four and a half years.

Graham and fellow senators supporting the sanctions measure declared on Friday they had reached an accord with the White House to advance the Sanctioning Russia Act. The bill had been held up by resistance from Trump even though eighty five of one hundred senators backed it.

Trump stated last week he would approve a license allowing Kyiv to produce interceptors for the Patriot air defense system though Zelensky insists more defensive munitions are required right away.

Graham who was seventy one passed away late Saturday one day after completing his tenth visit to Ukraine since the full scale Russian invasion began in February 2022. During that trip he revealed the deal with the White House to move the sanctions bill forward.

Connecting Kyiv and Trump

The South Carolina lawmaker had long pushed for military aid to Ukraine and acted as a bridge between Kyiv and the Trump team often working with Democrats.

Last year he helped secure a critical minerals pact between the United States and Kyiv persuading Trump to endorse a plan that offered the United States priority access to fresh Ukrainian mineral ventures in return for investment.

He succeeded in shifting President Trump toward a more favorable stance on Ukraine said Matthew Murray a former Commerce Department official who now teaches at Georgetown and Columbia universities.

The senator efforts in this area will continue on their own Murray added.

Zelensky expressed deep sadness over Graham passing. We stayed in regular contact and I will miss our talks. We met twice in the past week alone he said in a statement.

Analysts noted Graham record on Ukraine was uneven given Trump sometimes tense dealings with Zelensky his America First approach and the costly war with Iran that drains US resources while raising pressure to permit Russian oil exports to ease energy costs.

This represents a major setback for Ukraine and no one should underestimate it said Scott Anderson of the Brookings Institution. Graham served as a key behind the scenes voice on Trump from the more globally minded side of the Republican Party.

Even Graham could not persuade Trump to permit a vote on the sanctions bill and the last major Ukraine aid package approved by Congress was sixty one billion dollars in April 2024. Many Republicans have grown less supportive of Kyiv since Trump started his second term in January 2025.

Graham Served as an Advocate Close to the President

Advancing the sanctions measure or additional security aid may prove harder without a figure like Graham a onetime Trump critic who became a trusted ally and regular golf companion to press the president.

Several other lawmakers favorable to Ukraine including former Republican Senate leader Mitch McConnell are also departing Congress in January.

Ukraine has lost a voice that reached the president directly said Charles Lichfield deputy director of the Atlantic Council GeoEconomics Center.

Trump has at times pressed Zelensky government hard to accept a peace accord that could involve difficult compromises and has sharply criticized the Ukrainian leader. Early last year he scolded Zelensky in the Oval Office claiming he showed too little gratitude for US military help.

Yet Trump tone has softened in recent weeks.

Zelensky noted after a NATO summit this month that Ukraine and the United States had reached a political understanding on licenses for Patriot interceptor production and that talks on joint drone manufacturing were underway.

Trump is also expected to allow a vote on the sanctions bill that targets nations purchasing Russian oil gas and uranium.

Other backers of the bill in the Senate and House said they would pursue its passage as a tribute to Graham with some proposing it be renamed in his honor.

No finer tribute to Lindsey exists said Democratic Senator Jeanne Shaheen of New Hampshire the top Democrat on the Foreign Relations Committee and a co sponsor of the measure in a statement.

The Senate has not set a vote date yet though Republican majority leader John Thune of South Dakota told CNN that approving the bill would form an outstanding legacy for Graham.
