OMAHA, Neb. - The future of Nebraska's 'blue dot' - a modest yet crucial element in national elections - moves into the spotlight on Tuesday as Democratic voters choose their nominee for the state's closely watched 2nd Congressional District.

This Omaha-centered district, where GOP Rep. Don Bacon is stepping down, ranks among the Democrats' prime opportunities this midterm cycle. It draws national attention during presidential races since Nebraska stands as one of only two states dividing its electoral votes. Since 2008, the 2nd District has backed Democratic presidential hopefuls in three of five elections - standing out as a 'blue dot' amid a predominantly Republican landscape.

Three Democrats lead the pack in Tuesday's primary: State Sen. John Cavanaugh, activist Denise Powell, and district court clerk Crystal Rhoades. On the Republican side, Omaha City Council member Brinker Harding - backed by President Donald Trump - faces no opposition.

Cavanaugh faces the most intense scrutiny from both parties in this primary.

Some Democratic rivals contend that his success here could threaten the district's 'blue dot' standing by vacating his key state Senate seat, potentially easing Republican efforts in the legislature to alter the electoral vote allocation law.

This controversy has overshadowed much of the primary battle.

Critics' case against Cavanaugh sidesteps his positions or record.

His challengers and their supporters have saturated mail, broadcasts, and online platforms with alerts that a congressional win would prompt the GOP governor to install a hard-line Republican in his legislative spot.

Democrats warn this shift might deliver Republicans the margin to advance a conservative agenda, including tighter abortion restrictions and limits on transgender rights.

They also fear it could enable mid-decade map redraws or a overhaul of Nebraska's distinctive electoral vote system. In 2024, Republicans fell short on legislation to shift the state toward winner-take-all like 49 others.

'Our Blue Dot. We fought hard for it. But if John Cavanaugh goes to Congress, it could all fall down,' warns a TV spot from the super PAC New Democrat Majority.

EMILY's List, which boosts female candidates nationwide, has rallied resources for Powell, labeling Cavanaugh's run 'a gift to MAGA Republicans.'

GOP-aligned mailers and posts assert Cavanaugh 'is in agreement with President Donald Trump,' pairing his image with the president's to suggest camaraderie.

'Clearly, the Republicans know that I'm the strongest general election candidate,' Cavanaugh remarked. 'And so they're trying to hurt me.'

Such cross-party fire on Cavanaugh signals that both sides view him as the toughest November foe, according to Paul Landow, ex-executive director of the Nebraska Democratic Party.

Landow dismissed the 'blue dot' warnings as insincere, pointing out Republicans' supermajority in the legislature has not sufficed to enact core priorities due to their unpopularity even within GOP ranks. The threat presumes Democrats won't gain legislative ground this cycle, he added.

'There's so many things that have to fall into place for this alleged danger to the 'blue dot',' Landow said. 'It's just wild speculation.'

All Democratic candidates highlight cost-of-living issues and resistance to Trump-era policies on immigration, health care, and defense, but the leading trio ramped up mutual assaults as the primary neared.

Since January 1, candidates and allies have poured over $2.6 million into TV and digital ads, per tracker AdImpact. Most spending supports Cavanaugh and Powell.

Cavanaugh's campaign has invested roughly $375,000. Powell's outlay nears $345,000, amplified heavily by her backers to dominate pro-Powell messaging.

Powell helped launch Women Who Run Nebraska, a PAC aiding progressive women, and brings a decade of party organizing. Though unelected, she credits her networks for appealing to independents and others comprising nearly 30% of district voters.

'My name recognition has increased dramatically,' Powell said, noting that 'people are really connecting with my message.'

Rhoades draws on two decades in public roles and victories like electing Omaha Mayor John Ewing, who ousted a veteran Republican last year. Despite far less fundraising than rivals, she prioritizes grassroots outreach over ads, focusing on door-to-door voter engagement.

Powell and Rhoades have emphasized fears that Cavanaugh's victory would diminish Democratic sway locally.

Tuesday's victor enters a tight general election race. Trump carried the district in 2016, and Bacon - often at odds with Trump - secured five terms.

The ballot also features the U.S. Senate contest, with GOP incumbent Pete Ricketts pursuing a full term after his 2023 appointment and 2024 special election win replacing Ben Sasse.

Ricketts confronts four GOP primary foes but eyes a fall clash with independent Dan Osborn, a mechanic and veteran who nearly toppled Sen. Deb Fischer in 2024 by 7 points. Democrats William Forbes and Cindy Burbank vie in their primary.

For governor, GOP Gov. Jim Pillen meets five challengers, while ex-state Sen. Lynne Walz and perennial hopeful Larry Marvin seek the Democratic nod. Marvin has pursued Senate bids four times since 2012.
