Iranian President Masoud Pezeshkian held discussions with Russian Foreign Minister Sergey Lavrov in Tehran during the week. Lavrov stated on Monday that Moscow intends to fulfill its economic commitments to Iran even amid the difficult conditions. This visit reinforces Russia's dedication to ongoing partnership with Tehran. Lavrov also conferred with Iranian Foreign Minister Abbas Araghchi.

The timing coincides with strains in relations between Ukraine and the United States. US President Donald Trump has voiced sharper criticism toward Ukrainian President Volodymyr Zelensky. Washington seeks to halt Ukrainian strikes on Russian energy facilities and has extended sanctions relief to Russia. At the same time, the US appears prepared for heightened tensions with Iran. Trump has signaled support for Israeli Prime Minister Benjamin Netanyahu, suggesting that cooperation with him is key to sustaining pressure on Iran.

Lavrov's presence in Iran arrives at a pivotal moment. It follows news of the US defense secretary's visit to Israel and the arrival of Pakistan's army chief, Field Marshal Asim Munir, in Tehran on Tuesday. These developments indicate that Iran views itself as central to regional dynamics, while Russia positions itself prominently on the global stage. Both nations aim to capitalize on the shifting US political landscape ahead of elections.

A statement from the Iranian president's Telegram channel noted that Lavrov met and spoke with the president of the Islamic Republic of Iran. Russian media outlets offered limited coverage of the journey. TASS reported that Lavrov and Pezeshkian reviewed bilateral ties along with recent regional and global events, exchanging perspectives on ways to bolster cooperation between the two capitals.

Lavrov described Iran's resistance to aggression as a legitimate effort during a joint press conference following talks with Araghchi, according to TASS. He added that neither Kyiv nor its European backers appear prepared for negotiations. Russia has avoided targeting Ukrainian infrastructure unrelated to attacks on its territory, he emphasized.

Lavrov Describes Iran's Conflict with US and Israel as Justified

TASS highlighted Lavrov's additional remarks on Ukraine and affirmed that Iran's efforts against US and Israeli actions represent a rightful position.

Lavrov noted that civilians should not endure hardships from events beyond their control. He expressed confidence that Iran's position, similar to Russia's, stands on firm ground. Moscow indicated readiness to assist in finding resolutions to the standoff between the United States and Iran.

Lavrov stated that the sides examined the fallout from what he called unprovoked US-Israeli actions against Iran. He reiterated Russia's willingness to support efforts toward acceptable solutions for the manufactured crisis.

Russia plans to uphold its economic pacts with Iran, and sanctions relief for Moscow could extend advantages to Tehran. At the joint news conference, Lavrov observed that Russian-Iranian collaboration advances steadily despite prevailing challenges, backed by a broad strategic partnership accord ratified the previous year, as noted by Turkey's Anadolu agency. Turkey monitors events in Iran closely while maintaining balanced relations with both Ukraine and Russia.

Attention centers on Moscow's involvement in rail projects and Iran's nuclear sector. Lavrov mentioned that Russian experts are resuming work at the Bushehr nuclear facility and pointed to opportunities in hydrocarbon production and distribution. He confirmed that contractors continue engineering on the Rasht-Astara railway line. Despite difficulties, Russia remains committed to economic and investment agreements with Iran, Lavrov affirmed.

Moscow regards engagement with Tehran as part of a broader effort to reshape the international system and reduce US dominance established in the 1990s. Russia seeks to leverage conflicts in Ukraine and with Iran to advance its objectives. Over the past fifteen years, high-level encounters between Iranian leaders and Lavrov, along with President Vladimir Putin, have marked the growth of ties from practical collaboration to a strategic alliance.

Lavrov's Earlier Role in the 2015 Nuclear Deal

Lavrov collaborated closely with then-Iranian Foreign Minister Mohammad Javad Zarif on the 2015 nuclear accord and maintained regular contact afterward, including a visit to Tehran in April 2021 that addressed nuclear matters, Syria, and bilateral issues.

During the tenure of President Ebrahim Raisi, Lavrov built a comparable rapport with Foreign Minister Hossein Amir-Abdollahian through meetings in Moscow in October 2021 and subsequent discussions on Afghanistan, Syria, the Caucasus, economic ties, and the nuclear agreement. More recently, Lavrov has engaged repeatedly with Foreign Minister Abbas Araghchi. In February 2025, he traveled to Tehran to meet Araghchi and Pezeshkian. Araghchi later visited Moscow in April to confer with Lavrov and Putin and convey a message from Supreme Leader Ayatollah Ali Khamenei.

Putin's parallel contacts with Iran include multiple sessions with President Hassan Rouhani during visits to Tehran in 2015 and 2017, plus a 2019 encounter in Yerevan. Raisi met Putin in Moscow in January 2022, and six months later Putin journeyed to Tehran to meet Raisi and Khamenei as Russia deepened ties with Iran after its Ukraine operation.

Pezeshkian sustained this pattern by meeting Putin in 2024 and traveling to Moscow in January 2025 to finalize the comprehensive strategic partnership treaty. The accord formalized expanded political, economic, and security collaboration.
