Recent demonstrations have filled the streets of Tirana once more. This time, however, the voices of protest have reached well beyond the western Balkans, inspiring support gatherings from the Albanian community in places such as Milan and Brussels.

What started as a focused environmental campaign against upscale tourism projects in safeguarded zones has quickly grown into a wider, cross-border discussion on governance, legal standards, and the real benefits of Albania's push toward European integration.

The trigger for this new round of action is the proposed building of high-end mega-resorts in untouched natural regions, especially on Sazan Island and inside the Pishë Poro-Narta protected area. These ventures involve substantial foreign funding, including from prominent figures like businessman Jared Kushner.

Green advocates and community organizations claim these costly agreements lack openness and could cause lasting harm to Europe's distinctive wildlife.

Yet viewing the demonstrations only as an environmental matter overlooks the larger context.

Albania has achieved notable upgrades in recent years, carried out key legal reforms, and raised its standing abroad.

Even so, the ongoing protests reveal a growing split between broad economic progress and the lived conditions of average residents.

Many see the push for luxury accommodations as a clear sign that basic services remain unmet.

The situation beyond Tirana

Demonstrators highlight serious structural imbalances. While the capital experiences rapid building growth, countryside regions continue to face poor road links and inconsistent supplies of round-the-clock power and water.

The state health network stays under-resourced and often deals with gaps in essential drugs.

Importantly, the rallies have drawn attention to the damaging effects of minor graft, with people reporting the need to make unofficial payments to medical staff for routine care or encountering routine demands for bribes due to unclear practices in policing.

When officials respond to these issues with official distance, it strengthens views that leaders are out of touch with public hardships.

As Albania moves along its EU entry route, Brussels observes with care. Following rising concerns over the Pishë Poro-Narta plans, the EU Commission has stated its stance via an official guidance note. The EU confirms close tracking of events and has already raised formal issues with Albania's environment minister about possible project flaws.

Although the Albanian authorities have agreed to pause building until a full environmental study is completed with input from civic groups, the EU points out that the venture also faces probes by Albania's Special Anti-Corruption Structure, which go further than ecological matters alone.

And what the EU accession rules say…

For Brussels, the core problem rests in the legal setup.

The EU has repeated that ongoing extensions of Albania's strategic investment statute keep raising worries about harm to natural zones, above all in protected regions.

Meeting EU norms is required, not optional, for entry. To finish Chapter 27 on Environment and Climate Change, Albania must fully match EU rules, including the Birds and Habitats Directives, remove conflicting changes to its Protected Areas law, and end the 2015 strategic investments statute entirely.

Moreover, Tirana needs to show it can oversee future Natura 2000 locations to avoid habitat loss.

The European Commission's signal to Tirana is direct: Albania should avoid steps that might block these final targets, and EU bodies expect a fast, fitting reply.

The rallies in Tirana, Milan, and Brussels reflect a developed civic voice calling for growth that does not sacrifice natural assets or core public services.

To reach the end of EU integration, Albanian leaders must close the distance between major building schemes and the core needs of residents, showing that legal standards apply the same way to big foreign backers and regular people alike.
