WASHINGTON - Sen. Lindsey Graham, who grew up as the child of pool hall proprietors and emerged as a leading voice among his peers in American politics both at home and overseas, will receive tributes Tuesday at memorial events throughout Washington.

His remains will be brought to the U.S. Capitol, site of his more than three decades of service as a tireless Republican negotiator who persuaded colleagues through conversation, humor and persistence. A later ceremony will take place at Washington National Cathedral, drawing members of Congress and international dignitaries in recognition of his worldwide reach.

President Donald Trump is set to speak at the cathedral, joined by Fox News host Sean Hannity and additional conservative voices. Israel's Benjamin Netanyahu and Ukraine's Volodymyr Zelenskyy plan to attend, reflecting Graham's strong advocacy for American military engagement abroad.

The two-day observances begin with burial scheduled for Wednesday in South Carolina. Graham passed away suddenly on July 11 at his Washington residence from what appears to have been an aortic tear, based on initial reports. He had recently returned from a NATO gathering in Turkey for his birthday and a stop in Ukraine. He was 71.

The Capitol Rotunda ceremony offers a traditional setting for honoring former presidents, military figures and other notable Americans. An Armed Forces Body Bearer Team will carry his casket inside, honoring his Air Force background. Vice President JD Vance is slated to deliver remarks.

Senate Majority Leader John Thune noted that the special Capitol recognition was appropriate as colleagues bid farewell.

"For so many of us in the Senate and the House, myself included, Lindsey was more than a colleague, he was a friend," Thune said.

First elected to Congress during the 1994 Republican wave that brought the party to power, Graham belonged to a fresh cohort of conservatives entering the House and was among the earliest Republicans from his Southern state since Reconstruction.

He gained early notice as a House manager during Bill Clinton's impeachment proceedings and won a Senate seat in 2002. There he partnered with Sen. John McCain, R-Ariz., and Sen. Joe Lieberman, I-Conn., forming the "three amigos" who traveled extensively on national security matters.

For years Graham stood at the center of legislative action as part of nearly every bipartisan effort, demonstrating a notable capacity to adjust to shifting political conditions, especially regarding Trump.

His political flexibility appeared clearly in his fluctuating ties with Trump.

Graham had labeled Trump a "kook" and "unfit for office" during their 2016 primary contest.
