Russia Reintegrating into Olympics as IOC Lifts Suspension

The suspension followed Russia's 2022 invasion of Ukraine and was imposed after the ROC recognized Olympic bodies in occupied Ukrainian regions.

The International Olympic Committee has provisionally lifted its suspension of the Russian Olympic Committee, opening a path for greater Russian involvement in international events ahead of the Los Angeles 2028 Games.

After the February 2022 invasion of Ukraine, the ROC faced suspension in October 2023 because it recognized regional Olympic councils in the occupied areas of Luhansk, Donetsk, Kherson and Zaporizhzhia.

On Tuesday the IOC executive board ended that suspension, allowing Russian athletes to enter many international events including qualifiers for LA28, though it has not yet ruled on flag, colors or anthem use at the Games.

"We do not condone any wars, including this one. We will continue to support Ukraine as we have since the start. But I do not believe athletes should pay the price," IOC President Kirsty Coventry said at a press conference. "We do not want to hold athletes accountable for the actions of their government."

The move continues the IOC effort to ease Russia back into global sport after it encouraged federations in December to readmit Russian and Belarusian athletes under the age of 23.

"We made it clear that all athletes had the possibility to compete at the Olympic Games. This decision supports that view. It lets Russian athletes join sports competitions, and we felt it was essential for them to have that chance," Coventry added.

Russian sports minister Mikhail Degtyarev said the IOC step should open the door for a complete return of Russian athletes to the international stage.

"Our country's return to the Olympic family gives international federations the green light to reinstate all our athletes," Degtyarev stated.

Russian athletes took part as neutrals at the 2024 Paris Olympics and the 2026 Milano Cortina Winter Games.

A Troubling Decision

Ukraine's foreign ministry described the decision as troubling and called on host nations to maintain bans on Russian state symbols.

Ukrainian skeleton racer Vladyslav Heraskevych, disqualified from the 2026 Winter Olympics for a helmet message about Ukraine, told Reuters the IOC action was "absolutely shameful."

Advocacy groups Global Athlete and FairSport said the decision revealed weak accountability by the IOC during an active conflict.

"This decision marks a clear shift from Olympism principles. By readmitting Russia despite its record of state-sponsored doping and its ongoing war against Ukraine, the IOC has chosen to lower its own standards for accountability," the groups said in a joint statement.

Fragmented Participation?

The ruling is unlikely to produce full Russian participation across every sport, as many federations retain separate restrictions.

The World Athletics Council last week confirmed its exclusion of Russian and Belarusian athletes from international events, four years after sanctions began over the Ukraine invasion.

World Athletics ended its eight-year doping ban on the Russian Athletics Federation in 2023, yet the separate invasion-related ban remains in force.

Several other federations maintain comparable suspensions.

When asked if the IOC decision might create uneven Russian participation before LA28, Coventry replied: "We do not foresee any patchwork."

Qualifying events for some sports have already occurred, while most will begin later in 2026 and 2027.

The IOC noted in 2023 that Russia's recognition of regional councils in occupied Ukrainian areas breached the Olympic Charter and Ukraine's territorial integrity.

On Tuesday it stated: "The ROC confirmed that it does not, and will not, conduct any activities in these territories. The IOC EB will continue to monitor the situation and reserves the right to take further measures if necessary."

Russian Doping Scandals

Besides the Ukraine-related exclusion, Russian athletes return amid one of the largest doping scandals in Olympic history.

Scrutiny began after a 2015 World Anti-Doping Agency report revealed systematic doping in Russian athletics and state-sponsored cover-ups around the 2014 Sochi Winter Olympics.

The IOC said all returning Russian athletes must satisfy current anti-doping rules.

Russia was barred from using its flag at later Games, with many athletes competing only as neutrals. WADA issued a four-year ban in 2019 after Moscow manipulated laboratory data, later reduced to two years by the Court of Arbitration for Sport. Russian officials have consistently denied any state-backed doping program.

"We ask to ensure that adequate testing is done on Russian athletes coming into the LA28 Games," Coventry said.
