WASHINGTON -- Prospects for an unusual interruption in a statute permitting overseas intelligence gathering by the United States have increased following President Donald Trump's decision to resist bipartisan pressure for naming a full-time leader of the intelligence community.

The president has reaffirmed his interim selection of housing finance overseer Bill Pulte to head national intelligence efforts despite limited background in the field. Democrats have indicated they will block extension of Section 702 under the Foreign Intelligence Surveillance Act unless the temporary designation is rescinded in favor of a confirmed permanent appointee.

Efforts in the House on Thursday morning to pass a brief extension face steep odds of success, with the Senate potentially pursuing similar measures to avert a historic pause in the program. The current authorization ends at midnight on Friday.

Such a disruption could restrict foreign intelligence acquisition precisely as international soccer matches commence nationwide and preparations advance for the country's semiquincentennial observances.

“We can’t let them extort us,” Trump remarked regarding Democratic positions.

The administration has retained Pulte in the acting role while seeking a brief extension to allow time for vetting and Senate approval of a permanent successor. Pulte has been directed to initiate reductions across intelligence entities.

Both parties have exchanged accusations over responsibility for any interruption in the longstanding though contested surveillance mechanism viewed as vital to national security.

“We’re going to ask every member here to do the right thing,” House Speaker Mike Johnson, R-La., stated. “We cannot allow that to go dark.”

House Democratic leader Hakeem Jeffries conditioned support for any short extension on withdrawal of the Pulte designation, describing him as a “disgraceful individual” and “partisan political hack” lacking necessary qualifications.

Republican lawmakers have urged swift nomination of a permanent candidate, yet the president indicated additional time is required for the process.

Senate Majority Leader John Thune, R-S.D., confirmed that GOP leadership has conveyed its perspectives directly to the White House.

Trump noted he is evaluating five potential nominees for the permanent post following Tulsi Gabbard's departure from the role.

Johnson emphasized that Pulte's tenure would be brief, focused on restructuring and streamlining the Office of the Director of National Intelligence.

Democratic members of the House Intelligence Committee, including Rep. Jim Himes of Connecticut, described Pulte in correspondence as a “uniquely poor choice” even on an interim basis.

Critics from both parties have highlighted Pulte's absence of intelligence expertise alongside his tenure at the Federal Housing Finance Agency, where actions included criminal referrals targeting officials such as New York Attorney General Letitia James, Sen. Adam Schiff, D-Calif., and Federal Reserve board member Lisa Cook.

“He has distinguished himself only as someone who will do or say anything to stay in your good graces,” the lawmakers wrote, noting these traits run counter to institutional needs.

Section 702 permits warrantless collection of communications involving foreign targets located overseas by agencies including the CIA, NSA, and FBI.

Although privacy advocates in both parties have sought constraints, recent bipartisan negotiations had produced a compromise measure with wide support prior to the current impasse.

Sen. Mark Warner, D-Va., ranking member of the Senate Intelligence Committee, characterized the Pulte appointment as a “live hand grenade” and stated support for any extension would require principal deputy director Aaron Lukas to serve as acting head.

Sens. Tom Cotton and Chuck Grassley have cautioned the administration about an impending lapse and urged preparations for resulting gaps in overseas intelligence.

Trump previously indicated Pulte would not receive a permanent nomination, yet Democrats and some Republicans continue pressing for immediate removal of the acting designation and prompt selection of a Senate-confirmable replacement.

On Tuesday the president confirmed Pulte would assume acting duties ahead of schedule beginning June 19.

Among candidates under consideration is Pete Hoekstra, currently ambassador to Canada and former House Intelligence Committee chairman, with ongoing discussions reported by those familiar with the matter.
