WASHINGTON - House Speaker Mike Johnson plans to push a Republican exclusive 95 billion dollar spending plan forward on Wednesday. This represents a difficult attempt to finance the Iran war and additional White House goals despite Democratic resistance ahead of the midterm elections.

House Republicans remain split on the measure, as conservatives express concern over the lack of spending reductions to balance it. Yet party leaders continue forward, seeing the solo approach as the strongest path to advance President Donald Trump priorities through a divided Congress even with doubts from the Senate.

"Just bullets and bombs to finish the job," said Rep. Jodey Arrington, R Texas, the chairman of the Budget Committee.

Democrats insisted the funds should go toward domestic needs, especially measures to reduce expenses for American families.

"Republicans plan to spend tens of billions of dollars on Trump failed war in Iran," said Rep. Pete Aguilar of California, chairman of the House Democratic caucus, this week. "Think about what we could spend with these resources instead."

The Congress faces a deadlock over the U.S. conflict with Iran unable to halt Trump military actions yet without formal authorization for force and divided politically over allocating billions in taxpayer money for it. Most Americans oppose Trump Iran approach, according to a recent AP NORC poll.

The budget fight occurs as Trump joined the dignified transfer of four service members killed in the Middle East, raising the military death toll to 18. Defense Secretary Pete Hegseth informed senators at a heated hearing this week that the Pentagon faces cash shortages despite a large 150 billion dollar one time allocation in last year major budget bill.

Even if the House advances the budget resolution, Johnson approach encounters challenges in the Senate.

The package includes 60 billion for the Pentagon and 13 billion for other national security requirements, 12 billion for farmers facing Trump tariffs and 10 billion for voting law updates tied to the SAVE America Act plus proof of citizenship rules that rank as Trump top priority.

Republicans depend on the budget reconciliation process, which allows passage by majority vote in Congress and avoids the Senate filibuster that could delay or block it.

Once uncommon, the reconciliation process now serves as Johnson favored method for advancing proposals through Congress. It enabled Republicans to pass Trump major tax relief and spending reduction bill last summer and to fund Homeland Security this year against Democratic opposition to Trump mass deportation plans.

"No matter how you feel about current events, these funds are necessary to ensure our fighting forces remain ready, our troops are paid and our nation is safe," said Rep. Mike Rogers of Alabama, the Republican chairman of the Armed Services Committee.

But House Democratic Leader Hakeem Jeffries said, "Republicans have literally ripped food from the mouths of hungry children, seniors and veterans to sustain the Trump war machine."

This marks the third time GOP leaders have used reconciliation, labeling this version 3.0, and it involves a long procedure. If the House passes the budget resolution, it moves to the Senate for nonstop sessions to review difficult amendments something senators prefer to skip in an election year.

The budget resolution provides guidance for committees to prepare legislation, which Johnson hopes to complete this summer with final votes after lawmakers return from the August recess.

Senate Majority Leader John Thune has stayed noncommittal on the House package that also splits his own GOP group, with some Republican senators seeking more military funding and others insisting on offsets through reductions elsewhere.

"We will see," Thune said this week.

Thune current priority is preventing another government shutdown. He seeks Senate approval of a temporary funding bill, known as a continuing resolution, to cover standard government operations before lawmakers depart for summer break.

If senators fail to agree on government funding, Thune has indicated he might retain the House budget resolution and apply it later in the fall to advance the measure over objections. He aims to avoid a federal shutdown when current funds end Sept. 30.

"It is a possibility that, if necessary, we could pull that budget resolution passed by the House and use it to fund government," Thune said. "I hope that is not necessary."

Thune has also disagreed with Trump over the president push for the SAVE America Act, which would mandate proof of citizenship for voting. The measure, though favored by Trump strongest backers, lacks sufficient support among Senate Republicans for approval.

It is already illegal for noncitizens to vote in federal elections and experts caution the new rules could hinder eligible Americans from voting. Estimates show some 9 percent of U.S. citizens of voting age, or 21.3 million people, lack ready proof of citizenship. Almost half of Americans do not hold a U.S. passport.
