WASHINGTON -- Democratic members of the House Homeland Security Committee reported that just one Immigration and Customs Enforcement officer has faced referral for discipline following a use of force incident since the start of the Trump administration. The update came after a closed briefing with ICE officials on Wednesday covering body cameras, vehicle stops and training protocols.

The session followed two recent shootings where ICE officers fatally shot immigrants during arrest attempts, one in Maine and another in Houston. These events have intensified scrutiny of agency methods as enforcement actions increase nationwide.

At least 10 deaths have occurred in encounters with immigration agents since the renewed crackdown began. In the Maine case, relatives of the involved officer highlighted his prior violent history and questioned his suitability for carrying a badge and firearm.

Rep. Seth Magaziner, D-R.I., stated that officials disclosed 56 excessive force complaints during the briefing. Of those, 32 were cleared without action, one led to a disciplinary referral, and none have resulted in penalties so far. The remaining cases remain under review.

"It just defies belief that an agency of 20,000 plus officers with all of the chaos that we have seen over the last year and a half through the surges and civilians being injured and killed, that no one would be found to have violated use of force with the exception of possibly one person," Magaziner said.

ICE and the Department of Homeland Security offered no immediate comment. Agency leaders have pledged accountability for policy violations while noting the hazardous conditions officers face, including attacks and doxxing.

The complaint figures show growth from February, when then-acting director Todd Lyons testified that 37 excessive force probes had been opened, with 18 closed, 19 pending and one sent for further review.

Ranking Democrat Rep. Bennie Thompson of Mississippi noted that officials avoided discussing the Maine and Houston shootings due to ongoing investigations. He expressed frustration over unclear answers on which entity handles use of force reviews, citing varying references to the FBI, HSI or other groups.

Officials indicated plans to retrain personnel who completed a condensed curriculum last fall, Thompson added. Homeland Security Secretary Markwayne Mullin previously announced expanded training for new hires beginning this month.

Thompson pressed for details on retraining participation and methods but received limited information. He and committee chair Rep. Andrew Garbarino, R-N.Y., plan to submit follow-up questions in writing.

Garbarino welcomed the briefing as a chance to address body camera rollout, training standards and vehicle stop guidance in immigration operations.

Magaziner said current vehicle stop instructions limit the practice to situations without alternatives and require lights and sirens. However, this direction has only been shared verbally rather than through formal written policy.

Both recent shootings involved immigrants in moving vehicles, prompting questions about ICE training for such encounters. After the Maine incident, officials directed a pause on most vehicle stops, but President Trump later stated on social media that the practice should continue.
