The US House of Representatives approved its version of a major defense policy measure on Wednesday by a slim margin, even as Democrats raised issues regarding the substantial cost, the conflict with Iran, and enhanced military links with Israel.

The fiscal 2027 National Defense Authorization Act authorizes an unprecedented $1.15 trillion in military spending and cleared the House by a 216 to 212 vote.

The tally followed party lines closely, with all but seven Republicans supporting the bill and all but six Democrats opposing it.

Democrats criticized the large Pentagon outlay at a moment when President Donald Trump and Republicans are cutting funds for social programs.

They also objected to the ongoing and widely unpopular war with Iran, which the Pentagon has estimated has already cost the United States $37.5 billion.

Republicans countered that the trillion-dollar authorization is vital to sustain operations in Iran, advance defense technology and equipment, and deliver troop benefits including pay raises of up to 7 percent along with new barracks and family housing.

Democrats further expressed concern over a provision that would greatly expand military technology cooperation with Israel, despite widespread calls to reduce US support for Israel because of the impact on Palestinian civilians in Gaza.

Long viewed by both parties as essential legislation, the NDAA has become law for 65 consecutive years.

This year's version confronts serious obstacles due to sharp partisan splits over the size of the military budget, the Iran conflict, assistance to Israel and Ukraine, and social issues such as care for transgender service members.

Republicans attached the measure to the SAVE America Act, a Trump-backed voting restrictions bill, before sending it to the Senate, leaving its prospects uncertain since the Senate lacks sufficient votes for the voting legislation.

Senate Democrats blocked their chamber's version of the NDAA last week, though Republican leaders have vowed to revive efforts before the August recess.

The process remains in its early stages.

Each year the House and Senate adopt separate versions of the NDAA, after which Armed Services committee negotiators craft a compromise that returns to both chambers for final votes.

Once approved, the compromise heads to the White House for President Trump to sign or veto.
