Freshly drawn U.S. House districts in Florida, poised to boost Republican gains by several seats, will undergo their initial court scrutiny on Friday. Challengers claim these maps contravene the state's constitutional prohibition on partisan gerrymandering.

Legal actions brought by voters urge a state judge to halt implementation of these districts ahead of midterm elections. Such a ruling could disrupt President Donald Trump's strategy to preserve a slim House majority through GOP-favorable redistricting.

Republicans currently control 20 of Florida's 28 U.S. House seats. The new map, enacted by Republican Gov. Ron DeSantis following a rapid two-day special session, positions the GOP to capture four more seats this November.

On April 29, Florida's Legislature passed the revised House map - the same day the U.S. Supreme Court curtailed federal Voting Rights Act safeguards for minorities and invalidated a majority-Black district in Louisiana. Since that decision, multiple Southern states have moved to dismantle minority-dominated districts that favor Democrats.

Congressional boundaries are redrawn roughly every 10 years post-census to equalize populations. Yet after Trump pushed for mid-decade adjustments last year, Republicans anticipate netting up to 15 seats via new maps in states like Texas, Missouri, North Carolina, Ohio, Florida, Tennessee, and Alabama. Democrats eye gains of six seats from maps in California and Utah.

Democrats anticipated picking up four seats in Virginia, but the state Supreme Court recently rejected a voter-approved Democratic plan, citing procedural flaws in how it reached the ballot.

In 2019, the U.S. Supreme Court declared it lacks jurisdiction over excessive partisan gerrymandering. However, it affirmed that state courts could address such issues under their own constitutions and statutes.

In 2010, Florida voters ratified a constitutional amendment banning the drawing of U.S. House districts to advantage or disadvantage a party or incumbent. It also prevents dilution of racial or language minorities' electoral influence and mandates compact districts that respect political and geographic lines where possible.

Voter-backed lawsuits demand an injunction against the new map, alleging breaches of this amendment, with emphasis on partisan bias.

"This scheme pushes the state's partisan tilt to historic levels," states one of three suits filed in Leon County.

A brief from the Florida Senate contends that no partisan intent has been established and that blocking the districts preemptively, before a full trial, is unwarranted.

DeSantis convened the session prior to the Supreme Court's Louisiana ruling, foreseeing reduced Voting Rights Act protections. The new Florida map, among other shifts, reconfigures a southeastern district his office described as designed for Black representation to meet federal law.

DeSantis' office insists no racial data informed the map he proposed to legislators. In a memo, General Counsel David Axelman argued that Florida's racial redistricting clause violates the U.S. Constitution, potentially nullifying the entire 2010 amendment - including the partisan gerrymandering ban.
