The European Commission rolled out its Technological Sovereignty Package this week in an effort to lower dependence on outside vendors.

Yet even with the bloc's determined approach, US-led technology leaders are projected to keep their top standing, while the EU may confront possible economic consequences from China.

Because Europe still depends heavily on digital platforms and infrastructure owned abroad, with more than 80 percent of key digital services provided by non-European firms, the commission seeks to address strategic weaknesses tied to security, competitiveness, data safeguards and overall resilience.

Central to the package lies recognition of the need for confidential communication free from outside interference, along with steps to advance the continent's strategic autonomy and economic security.

"This concerns safeguarding our citizens, upholding our interests and determining our own path," said commission president Ursula von der Leyen.

The package targets stronger European sovereignty given that US firms control a kill switch on web services. It forms part of broader moves to position Europe as a worldwide leader in artificial intelligence, semiconductors, cloud computing and open-source innovation.

It features two main legislative proposals: the Cloud and AI Development Act and the Chips Act 2, plus non-binding guidance for member states.

"This goes beyond typical regulation; it serves as guidance. The commission is clarifying its options and their fit inside the current rules," Nicholas Gates, policy advisor at OpenForum Europe, told EUobserver.

EU emphasis on open-source solutions

The Technological Sovereignty Package highlights core goals, requiring that ideas such as open source, open standards, open governance and broader openness shape upcoming laws.

The commission sees open-source tools as a key resource for boosting technological independence while supporting transparency, innovation and interoperability.

"This marks the first occasion where open source and open technologies receive top priority," Lazslo Igneczi, executive director and chair of the management board at OFE, told EUobserver.
