Azerbaijan positions itself more prominently as a bridge between diverse regions and has found itself drawn into sensitive debates over the Israel-Iran conflict, specifically whether its land supported any Israeli actions targeting Iran.

Officials in Baku dismissed recent accounts suggesting Israel positioned special forces and intelligence personnel within Azerbaijan to support covert actions versus Iran. They labeled such assertions completely unfounded and reiterated that the country has never permitted its soil for military strikes, spy work, or aggressive moves against any nation.

The matter carries high stakes given Azerbaijan's shared frontier with Iran, established defense and energy links to Israel, gas exports to Europe, close coordination with Turkey, dialogue with Russia, and sustained efforts to prevent open conflict with Tehran. Geography here serves as both an asset and a risk, with Baku seeking to convert its location near flashpoints into diplomatic leverage while steering clear of surrounding hostilities.

This balancing act defines Azerbaijan's challenge: open collaboration with Israel has existed for years, yet allegations of its land supporting operations versus Iran stay contested and firmly denied at the official level. The discussion has intensified focus on a nation whose importance has risen due to the Ukraine conflict, pressures near the Strait of Hormuz, and broader US-Israel friction with Iran.

Independent Baku-based analyst Fuad Shahbazov firmly challenged the CNN account of supposed Israeli presence in Azerbaijan, noting its dependence on unnamed sources and absence of concrete proof.

"CNN offered no substantial or reliable references, merely recycling material from anonymous individuals familiar with events," he stated. "The satellite photos supplied no tangible signs of Israeli personnel on Azerbaijani soil," he continued.

The wider Israel-Azerbaijan partnership extends past energy matters and does not signal opposition to Iran.

UK-based energy and security specialist John Roberts adopted a more measured stance. He noted Azerbaijan would likely resent any public disclosure of such details but stopped short of rejecting the accounts outright.

"Accounts have surfaced regarding potential Israeli use of observation sites to monitor developments inside Iran," Roberts observed. "The Azerbaijanis would probably feel troubled by the public release of this information, yet I see no grounds to question its accuracy," he added.

The broader Israel-Azerbaijan partnership extends past energy matters and does not signal opposition to Iran. Shahbazov portrayed Israel as one of Azerbaijan's key strategic allies while underscoring that Baku separates such ties from any stance against Iran.

"Azerbaijan follows a pragmatic, multi-directional foreign policy aimed at sustaining productive links with various powers at once instead of aligning with fixed blocs," Shahbazov explained. "Baku maintains that working with Israel does not equate to animosity toward Iran or other Muslim nations, as the focus remains largely on energy and security," he noted.

Israel regards Azerbaijan as an uncommon Muslim-majority partner featuring strong political, economic, and defense connections, according to Shahbazov. The shared border with Iran plus Azerbaijan's placement amid the Middle East, Caucasus, and Caspian areas enhance its value to Israel.

Roberts highlighted Israel and Turkey as major external contributors to Azerbaijan's military achievements in Nagorno-Karabakh.

"Turkey provided training on drone operation and production, marking an early demonstration of unmanned systems in combat. Israel assisted in preparing select Azerbaijani special units," Roberts said.

Shahbazov spoke more directly on the defense dimension. "We acknowledge the existence of a profound security partnership with Israel," he said. "This covers intelligence exchange, military equipment, defense manufacturing, arms procurement, and officer training programs," he added.

For Israel, Azerbaijan serves less as a gas source and more as a major oil supplier alongside its growing role in energy and security affairs. Shahbazov noted Azerbaijan ranks as Israel's second-largest oil provider and has sustained shipments throughout the conflict.

"Azerbaijan supports Israel's energy needs via oil exports," he said. "It remains the second primary oil source for Israel since 2003, with steady deliveries continuing uninterrupted even during the war," he added.

Baku maintains a careful equilibrium between its Israel partnership and relations with Iran

Roberts described the oil arrangement in commercial terms. Once Azerbaijani crude arrives at Ceyhan in Turkey, it joins the open market where Israel ranks among nearby buyers.

The Israeli link heightens sensitivity around Iran. Azerbaijan borders Iran and shares ethnic, historical, and cultural ties with Iran's Azerbaijani population. Roberts noted Baku avoids territorial assertions or actions that might provoke Tehran.

"Azerbaijan takes care to avoid any claims on Iranian land," he said. "It has pursued trade ties, collaborated on Caspian issues, and sought better road and rail connections with Iran. Azerbaijan has no interest in antagonizing Iran."

Both analysts pointed to Iran-related security risks that complicate Azerbaijan's stance. In March 2026, Azerbaijan reported thwarting Iran-linked schemes targeting the Baku-Tbilisi-Ceyhan pipeline, the Israeli Embassy, an Ashkenazi synagogue, and a Mountain Jewish leader. The previous day, Azerbaijan accused Iran of drone strikes on Nakhchivan that injured four civilians and harmed airport facilities; Tehran rejected the accusations.

Shahbazov noted Azerbaijan also contends with Iranian sympathizers and potential sleeper agents within its borders.

"This presents a difficult issue, as no clear protocol exists for addressing sleeper cells or sympathizers," he said. "Being a Shia-majority nation, Azerbaijan has numerous individuals who sympathize with the Iranian regime without formal affiliation," he added.

He further cautioned that the conflict has not weakened the Iranian regime but instead bolstered the Islamic Revolutionary Guard Corps.

"The IRGC has grown more influential and authoritarian than before the war," Shahbazov said. "I anticipate greater IRGC dominance across civilian, diplomatic, and military domains, creating an even larger challenge than in recent years," he added.

Roberts viewed Iran as a revolutionary force prepared for measured regional escalation.

"Iran appears to maintain a genuinely revolutionary governmental structure," he said. "That ideological drive persists."

Azerbaijan sustains robust border defenses with assistance from the US and Israel

Roberts observed that Iranian actions beyond its borders can deter adversaries, yet prolonged pressure on Azerbaijan would pose risks for Tehran given Azerbaijan's recent military victory and capable forces.

Shahbazov highlighted Azerbaijan's border protection capabilities, which benefit from US and Israeli support. "Azerbaijan ranks among regional states with an effective border security apparatus."

He indicated infiltration attempts from Iran persist but center mainly on smuggling. "Some crossings from the Iranian side continue, though these involve mostly smugglers transporting drugs or weapons," he said. "None have succeeded in entering Azerbaijan."

The debate over alleged Israeli activity forms part of Azerbaijan's wider approach: remaining valuable to multiple powers without becoming dependent on any single one. Baku's utility has increased as it engages with Israel, Turkey, the EU, the US, Russia, and Iran despite growing divisions among them.

This diplomatic adaptability appears in Azerbaijan's handling of Moscow. Roberts described Baku's Russia policy as rooted in caution, separation, and pragmatism.

"Their Russia relationship centers on maintaining distance, showing politeness without unnecessary hostility, and avoiding full trust," Roberts told The Media Line. "Azerbaijan avoids deliberately provoking Russia yet pursues its own interests even when Moscow objects," he added.

Energy considerations amplify this caution. Following Russia's 2022 Ukraine invasion, Europe sought alternatives to Russian gas. Azerbaijan already supplied Europe via the Southern Gas Corridor, a 3,500-kilometer route from the Shah Deniz field through the South Caucasus Pipeline, the Trans-Anatolian Natural Gas Pipeline in Turkey, and the Trans-Adriatic Pipeline across Greece, Albania, and the Adriatic to Italy.

The European Commission reports Azerbaijani gas deliveries to the EU via the corridor rose over 40 percent from 2021 to 2024. It further notes the State Oil Company of Azerbaijan provided gas to 14 countries in 2025, while Reuters indicated Azerbaijan started gas shipments to Germany and Austria in January 2026.

Shahbazov identified the Ukraine war as the pivotal moment elevating Azerbaijan's role in European energy planning.

"Russia's Ukraine invasion increased Azerbaijan's significance in European energy security assessments," Shahbazov told The Media Line. "Prior to 2022, Azerbaijan already delivered gas to Europe through the Southern Gas Corridor. Post-invasion, the EU actively pursued reliable non-Russian sources to reduce Moscow's global energy influence," he added.

Although Azerbaijan expands its energy role for Europe, it cannot fully substitute Russian supply volumes

Both experts cautioned against exaggerating Azerbaijan's potential. Shahbazov stated Azerbaijani gas aids European diversification but cannot replace Russian quantities entirely.

"Azerbaijani gas cannot completely substitute Russian volumes due to technical limits and Russia's vast reserves," he said. "Russia serves both Asian and European markets simultaneously, something Azerbaijan cannot replicate. Still, Azerbaijan offers meaningful contributions amid global uncertainty," he added.

Roberts noted Azerbaijan has largely maximized current capacity without substantial new upstream development. Further European exports would demand pipeline enhancements, added compression infrastructure, and long-term commercial assurances for firms like BP.

The same geography boosting Azerbaijan's energy supplier role also reinforces its corridor function. Turkey plays a central part through strategic, military, cultural, and infrastructure ties, enabling energy access to Europe via the Trans-Anatolian Natural Gas Pipeline. In June 2026, Turkey's energy minister indicated Ankara and Baku are exploring electricity transmission and green energy corridors involving Georgia, Bulgaria, and southeastern European states.
