Over the past years defense experts have centered attention on one core issue: Can artificial intelligence take over from the human commander?

The question is thought provoking yet the conflict in Ukraine along with Israel's recent operations shows it misses the mark. AI does not displace personnel or leaders. Instead it is reshaping the way commanders analyze situations reach conclusions and conduct operations.

Above all it is altering the split of responsibilities between people and machines reshaping both military planning and the conduct of missions at every level of the fight.

The change is not tied to one particular algorithm or novel software tool. It stems from the reality that contemporary combat now functions as a fluid environment producing vast amounts of data at rates and levels of intricacy that exceed human mental capacity.

For many years the main difficulty for armed forces lay in gathering data. Now the difficulty lies in interpreting that data before its tactical relevance fades.

In today's battles data holds greater worth than sheer numbers. The side that detects first comprehends first chooses first and moves first gains the critical edge.

Close study of recent fights shows we face not a single AI shift but two linked shifts happening at once.

One unfolds within command centers while the other takes place at the forward edge. Both draw on AI yet serve distinct goals.

The initial shift: AI inside command centers

Today's command centers confront a fresh operational issue. The difficulty is no longer insufficient data but the reverse. At any instant centers receive constant streams of input from numerous origins including unmanned aerial platforms satellites crewed aircraft radar arrays signals intelligence assets electronic warfare tools ground detectors advancing units air and missile defense elements supply chains cyber networks and command systems.

Each origin supplies only a limited slice of the situation. The task is no longer to gather additional data. The task is to interpret it quicker than the battlefield evolves.

This is exactly where AI provides its chief benefit: it does not replace the commander but instead forms a core part of the commander's decision setting.

Its main role is not to decide but to extend mental reach. By easing mental strain and shortening decision intervals AI lets commanders concentrate on the distinctly human elements of leadership.

Instead of handling thousands of data points by hand AI steadily screens input merges various intelligence feeds spots operational trends ranks threats labels targets constructs a live common operational picture and proposes action options for human review.

The commander stays the only decision authority. Yet that decision now rests on a fuller more precise more timely and more complete grasp of the operational setting.

Command accountability therefore does not lessen. It grows more rigorous.

AI turns these pieces into a unified operational view. Rather than merely piling up data AI steadily links information across domains spots connections between separate observations flags irregularities removes repeats and yields an integrated grasp of the battlespace.

The outcome is a basic change in the function of the headquarters.

It is no longer simply a body that gathers data. It becomes a body able to grasp the battlefield in near real time. This move marks far more than a technical upgrade. It is a change in the structure of military command itself. Information superiority no longer hinges on collecting extra data.

It hinges on turning data into usable insight faster than the adversary can adjust. In coming fights the headquarters that can steadily convert information into operational insight will hold a decisive lead over one that merely adds more sensors.

The second shift: AI at the forward edge

The forward edge marks the first setting where AI no longer aids human thought alone. It increasingly supports independent action under human oversight.

If the chief role of AI inside command centers is to boost human thought its role at the forward edge differs sharply. Here time is far tighter and in many cases the decision window lasts only seconds.

A drone that spots a target cannot always await clearance from higher command. An unmanned ground vehicle in a GPS denied area cannot pause each time links drop. An unmanned interceptor facing a swarm of UAVs cannot send every choice back to the center.

This is where a fresh split of duties between people and machines starts. At the forward edge AI is already choosing.

These are not strategic or political choices. They are tactical choices local in scope highly time bound and driven by operational pace. AI can steer without GPS function amid disrupted links track targets label objects pick paths conduct final guidance intercept dangers and coordinate with other unmanned platforms.

Abilities of this sort are already appearing in Ukraine Israel and several leading Western forces.

As the tempo of combat keeps rising the number of choices that cannot wait for human input keeps growing. Sensor fusion also plays a key part at the forward edge though its aim differs.

Inside headquarters sensor fusion aims to improve grasp. At the forward edge it aims to improve action. From separate layers to a cognitive operational network

There is a natural urge to see AI in headquarters and AI at the forward edge as two distinct tools. In truth they are not distinct at all. They form parts of one operational system.

Headquarters steadily learns from data produced by advancing units and unmanned platforms. At the same time tactical systems receive situational awareness priorities and goals from headquarters. Sensors keep updating both levels in real time with information moving in every direction without pause.

The result is the rise of one cognitive operational network across the battlespace. No longer a classic hierarchy of headquarters and combat units but one unified cognitive network.

Inside this network every sensor acts as a neural node. Every platform serves as an operational actuator. Every AI algorithm works as a processing engine. Every commander forms part of a larger operational ecosystem in which people and intelligent machines work together without pause. This marks a change far larger than simply adding AI to single platforms. It marks a basic change in force structure.

The conflict in Ukraine together with Israel's recent operations does not show that AI is replacing people. Rather it shows that AI is reshaping the human role. Inside headquarters AI boosts human thought by condensing data merging inputs from many sensors shortening decision cycles and building a fuller more dependable operational picture.

At the forward edge AI lets machines make clearly defined tactical choices operate under impaired conditions share data navigate label targets and apply combat power at a speed beyond human reach.

These two shifts however mark only an interim stage. The final goal is neither an intelligent headquarters nor an intelligent drone. The goal is a Cognitive Operational Network in which headquarters sensors unmanned systems advancing units fires air defense assets and AI enabled tools work as one integrated system that steadily learns adapts and evolves in real time.

The future edge will not go to the force with the most tanks nor to the one fielding the most algorithms. It will go to the force that succeeds in blending people AI data sensors command systems and doctrine into one coherent resilient and adaptive operational structure.

In the future the key question will no longer be whether people or machines decide. The true question will be how well they think learn and fight together.
