Even so ordinary citizens face clear boundaries. A 1974 National Petroleum Council study noted that roughly half of commuters could not reasonably carpool and public transit often failed suburban workers. Those same obstacles persist. Although many Americans express interest in living without cars the option proves unrealistic in most regions where development favors personal vehicles. Businesses also received direct appeals to lower workplace temperatures and shift toward other fuels. Nixon pressed the Atomic Energy Commission to speed nuclear plant approvals encouraged conversion of oil fired plants to coal expanded natural gas use and supported offshore drilling plus the Alaska pipeline. These steps required private sector cooperation. While some proposals raise environmental questions the need for alternatives to crude oil is widely accepted. Past and present crises both stem from reliance on politically unstable supplies underscoring the urgency for cleaner options such as advanced biofuels.

Dependence on oil continues despite decades of warnings. Power plants no longer rely on petroleum yet another fuel crisis has arrived.
