Following the ongoing effects of the October 7 attacks and the conflict with Iran, Israelis continue managing daily routines amid widespread strain. Families handle childcare, elder care, work demands, and financial pressures. Yet beyond physical needs, the question of spiritual and emotional sustenance remains pressing.

Known historically as the People of the Book, Jewish communities have long valued literature and written expression. Centuries of displacement and hardship fostered portable skills that allowed quick adaptation to new environments, often restricted by external rules on acceptable professions.

This history steered many toward fields such as medicine, law, finance, and the arts. Artistic traditions trace back to ancient times, with temple music in Jerusalem and psalms composed by figures like King David, whose performances offered comfort in biblical accounts.

Such creative outlets provide relief during current challenges, including recovery from the pandemic, the Hamas assault, prolonged hostage situations, and missile strikes. Artists across disciplines have persisted in their work despite severe financial difficulties.

Jerusalem-based Art Cube Artists' Studios CEO Lee He Shulov recently described the drive behind this output, noting that creators feel compelled to continue despite obstacles. Their dedication delivers comfort and entertainment amid national stress.

Seeking Sources of Uplift

This commitment deserves recognition as audiences look for respite from routine pressures. Yet questions arise about the level of backing from national and local officials responsible for funding allocations.

Culture and Sport Minister Miki Zohar, like other political appointees, follows party directives. Ministers often lack deep expertise in their portfolios and typically rotate positions before gaining substantial experience.

Cultural funding stands at just 0.18 percent of the state budget, among the lowest in OECD nations. Average public spending on culture in those countries reaches 1.2 percent, while Germany allocates around 0.5 percent even amid recent cuts.

Norway directs over 4.5 percent toward the arts, highlighting the gap. Israeli talent remains strong across fields, including film, which advanced significantly after the 1993 launch of the New Fund for Cinema and TV.

The fund has supported more than 1,000 productions reflecting diverse aspects of Israeli life. While inspiration drives creation, financial stability allows artists to focus fully on their craft rather than basic survival.

Yossi Singer, head of the Israeli Artists' Association, notes abundant creative potential across hundreds of organizations and individuals. Limited resources create an imbalance between available talent and support provided.

Funding for Artistic Work

The arts sector supports over 250,000 households, encompassing performers and behind-the-scenes roles in production, lighting, and sound. This represents a significant portion of the economy.

International exposure adds further value, with Israeli dance companies once in high demand at global festivals. Post-October 7 boycotts have reduced such opportunities, limiting both revenue and cultural outreach.

Singer observes that government responses often address immediate crises with temporary measures rather than establishing clear long-term priorities. Short-term approaches have characterized policy for years.

Attempts to gather comments from major institutions and municipalities yielded limited responses, with some declining due to concerns over existing support levels. No replies came from the Jerusalem or Tel Aviv municipalities or the Culture Ministry.

Impact on Dance and Museums

Adi Sha'al of Vertigo Dance Company explains that foreign tours once supplied half the group's self-generated income, now largely lost to boycotts. Local funding from the state and Jerusalem municipality covers 45 percent of expenses.

Sha'al notes declining allocations since the pandemic and difficulties securing matching funds for international invitations. The absence of consistent Foreign Ministry assistance further restricts travel and performances abroad.

Similar patterns affect other groups, where foreign partners expect contributions from Israeli sources that rarely materialize beyond token amounts. This hampers efforts to present Israeli work internationally.

Tel Aviv Museum of Art director Tania Coen-Uzzielli highlights municipal support from Tel Aviv while noting state contributions at 5 percent or less. Stronger national involvement could enhance global representation and counter negative perceptions.
