The United States on Wednesday launched the formal steps to drop Syria from its roster of State Sponsors of Terrorism. President Donald Trump informed Congress of plans to revoke the label that has applied since 1979.

The action could represent a pivotal change in ties between Washington and Damascus while opening doors for greater American investment and commercial activity inside Syria.

US law now gives Congress a 45-day window to review the move before it becomes final. In an official message to Syrian President Ahmed al-Sharaa, Trump stated that Washington plans to clear away hurdles to Syria reconstruction and noted that American firms stand ready to commit capital there.

The step marks one of the largest policy adjustments toward Syria in many years. It concludes a designation that influenced relations for almost 47 years and follows several incremental US actions in recent months, such as relaxing select limits and increasing contact with Syria new leadership after its political shift.

While the change leaves other US sanctions on Syria intact, it eliminates a major legal and political hurdle that has long deterred international banks and overseas firms from returning to the Syrian market.

Syria received its initial State Sponsor of Terrorism designation on December 29, 1979, ranking among the first nations added after the list began under the US Export Administration Act. Washington cited support for groups it viewed as terrorist organizations plus sheltering leaders of Palestinian and Lebanese factions on US terrorism lists.

Syria stayed on the list through more than four decades and multiple US administrations, making it one of the longest-running entries. The designation triggered wide restrictions including arms export bans, curbs on US economic aid, stricter oversight of dual-use goods, and extra financial and banking limits.

Congressional notice points to altered US stance

Syrian political analyst Abdul Karim views the congressional notification as carrying weight beyond a routine legal step needed to drop the terrorism listing.

The notice signals deep political and economic consequences that reflect a change in Washington approach to Damascus, Karim told The Media Line.

He observed that Trump letter to al-Sharaa went further than merely declaring the start of the legal process.

It conveyed a promise to remove barriers to Syria reconstruction and confirmed that American companies stand prepared to invest there. This marks the first high-level official signal tying a US policy shift toward Damascus with direct economic involvement, he told The Media Line.

Karim added that the decision follows several recent US administration moves, including easing multiple restrictions on Syria and establishing communication lines with the new government, as part of a broader approach differing from decades of prior bilateral policy.

From a legal perspective, Syrian legal expert Ibrahim Hussein explained that the decision does not remove Syria from the list right away, since US law provides Congress a 45-day review period before the action takes effect.

Other US sanctions remain in force

Removal of the designation does not automatically end other US sanctions on Syria, many of which rest on separate statutes and executive orders, Hussein told The Media Line. Still, it eliminates one of the most politically weighty classifications that shapes how international financial institutions and companies interact with Damascus.

For more than four decades the terrorism sponsor label stood as a chief obstacle limiting Syria economic connections with the United States and Western nations. It imposed curbs on US aid, exports, financial dealings, and sharply raised legal and commercial risks for banks and firms considering work with Syria.

Syrian economist Osama Qadi stated that finishing the removal process would boost confidence among international financial institutions and foreign companies to examine opportunities in Syria, even with remaining sanctions.

The State Sponsor of Terrorism label carried legal and psychological effects that reached well beyond the direct sanctions, Qadi told The Media Line.

He noted that the US president explicit mention of American companies readiness to invest in Syria signals a clear shift in official US language.

For years US statements centered mainly on sanctions, counterterrorism, and humanitarian aid, he said. The present message is the first to outline a vision where the American private sector could join in rebuilding Syria economy once required legal and political steps finish.

Qadi argued these signals target not only Damascus but also international banks, financial institutions, and American and European companies.

They aim to show that US policy toward Syria has entered a fresh stage centered on gradual engagement instead of broad isolation, he told The Media Line.

Syrian political analyst Abdullah al-Abdoun said Damascus regards the decision as one of its key diplomatic gains since the new government formed.

The move gives Syria a valuable chance to push reintegration into the world economy, draw foreign investment, and persuade Western governments that the country political situation has changed in fundamental ways, al-Abdoun told The Media Line.

At the same time he warned that Syria complete return to the international financial system will require extended effort.

Success of this step will hinge on the remaining sanctions future as well as Syria capacity to carry out economic and institutional reforms and create the legal and security setting needed to attract investors, he said.

Once the process concludes after the congressional review period, Syria would become the first nation removed from the US State Sponsors of Terrorism list since Sudan in 2020. Iran, North Korea, and Cuba would stay listed, underscoring the importance of Washington evolving stance on Damascus.

Despite the decision weight it does not end the wider US sanctions framework on Syria. Instead it forms one stage in a larger legal and political sequence that has developed gradually after Syria political transition. Grasping the move importance requires reviewing the history of US sanctions policy across the past four decades.

After Syria uprising began in 2011 and the civil war followed, Washington greatly broadened its sanctions against Damascus. Then-President Barack Obama issued a series of executive orders aimed at former President Bashar Assad, senior officials, and major state bodies.

The steps included asset freezes, limits on financial transactions, a prohibition on new US investment in Syria, and sanctions on the oil, energy, and banking sectors.

In 2019 Congress enacted the Caesar Syria Civilian Protection Act, effective June 2020. The law greatly expanded US sanctions by targeting individuals, firms, and foreign governments supplying financial, technical, or engineering aid to the Syrian government or joining reconstruction projects without US approval.

The Caesar Act became one of Washington strongest economic tools against Damascus, deterring many international companies and financial institutions from entering the Syrian market due to fear of secondary US sanctions.

Although politically and legally important, removing Syria from the State Sponsors of Terrorism list does not automatically erase the broader US sanctions regime. Most restrictions from the past decade stem from separate laws and executive orders, especially the Caesar Act.

Therefore, dropping the terrorism listing would remove one of the most significant legal and political obstacles for the country yet would leave the larger US sanctions structure in place.

For that reason many analysts see the Trump administration decision as the start of dismantling one of Washington oldest pressure tools against Syria rather than the conclusion of the sanctions system built over decades and strengthened after 2011.

While removing Syria from the State Sponsors of Terrorism list does not finish US sanctions, it does close one of the longest-running instruments of American pressure on Damascus, dating to the late 1970s.

The key question now is whether Washington will pair the decision with further legal and economic steps that reopen Syria to international finance and investment, or whether the action will stand as a major political signal without matching broader policy shifts that reshape US-Syrian relations.
