Israel and Lebanon seem on track for an intricate ceasefire following fresh discussions hosted in the US. The emerging pact requires a full stop to Hezbollah attacks along with the removal of all its fighters from designated areas, based on a joint statement covered by Arab News in Saudi Arabia.

Core elements include halting hostilities, establishing pilot zones for Lebanese forces to assume authority, and progress on a broader agreement.

This marks the fourth cycle of US-supported negotiations between the two nations. It stands out due to the extended sessions involving officials from both sides.

American efforts have enabled this development. US officials remain committed to its success. President Donald Trump has actively worked to reduce tensions in Lebanon by urging Israel to avoid strikes in southern Beirut.

The path here involved Israel's intensified operations against Hezbollah from September to November 2024, which produced an initial ceasefire. The collapse of the Assad regime in December then cut off a vital Hezbollah supporter.

With a new president, Joseph Aoun, and prime minister in place, Lebanon has pursued steps to neutralize armed factions. Officials aim to address Hezbollah but proceed cautiously. The Lebanese Army has avoided direct confrontation, opting instead to secure a handful of Palestinian refugee camps.

New Accord: Pilot Security Zones and Cessation of Attacks

Lebanon's incomplete adherence to prior ceasefire terms sparked renewed clashes in March 2026 amid the Iran conflict. An April truce followed, yet sporadic fighting persisted. Israel has pursued a measured series of limited ground actions in Lebanon across multiple years.

These operations have resulted in the leveling of villages in southern Lebanon, echoing tactics seen in parts of Gaza. Intended to weaken Hezbollah, their overall impact remains uncertain.

The fresh pact seeks to encourage greater Lebanese action against Hezbollah. It stresses blocking any state or non-state entity from controlling Lebanon's destiny, alluding to Iran and Hezbollah indirectly. Past ceasefires have struggled by avoiding direct references to the core issue.

A notable feature is the introduction of pilot security zones. These areas would exclude Hezbollah presence while requiring its withdrawal north of the Litani River, a longstanding unfulfilled requirement from the 1980s and the 2006 war-ending agreement. UNIFIL has similarly failed to curb Hezbollah's buildup.

Whether Israel will pull back from captured sites such as Beaufort castle remains unclear.

The sides agreed under US guidance to rapidly establish pilot zones granting the Lebanese Armed Forces sole control, free of non-state actors, per the Washington statement reported by Arab News.

The talks aim ultimately at a full peace and security framework that could help Lebanon curb Iranian influence.

Iran's ambassador has resisted departure, and Tehran has linked the Lebanon truce to separate US negotiations.

Success in stopping Hezbollah strikes on Israel and reciprocal Israeli actions is still uncertain.

Trump has urged restraint on strikes in Beirut and an end to Hezbollah attacks within Israel. The accord may allow limited southern clashes while curbing larger operations. Tensions persist in Tyre, where Israel has signaled further action and Lebanese forces have deployed.

Hiba Nasr, Washington Bureau Chief of Asharq News, shared key provisions worth noting.

First is ceasefire implementation, contingent on a total halt to Hezbollah fire and full evacuation of its operatives from the South Litani Sector.

Second involves pilot zones for exclusive Lebanese Armed Forces control, excluding non-state actors. Third advances a comprehensive peace and security agreement.

Ending Lebanon's Status as a Hostage State

The text also rejects any state or non-state actor holding Lebanon's future hostage.

A security framework references prior Pentagon talks on May 29, covering dismantlement of non-state armed groups and prevention of their return. Hezbollah is not named explicitly. The US will back the Lebanese Armed Forces to enhance their ability to exercise sovereignty nationwide.

US Secretary of State Marco Rubio earlier discussed support for a vetted LAF unit through training or assistance.

The deal states Lebanon will boost Lebanese Armed Forces capacity with US help to achieve effective control across the country.
