British Jewish organizations have voiced alarm after a fraternal group for Muslim police officers released a policy paper that portrayed Zionism as a type of anti-Muslim prejudice and referred to the Israeli military as a Zionist terrorist group.

The Board of Deputies of British Jews labeled the document from the National Association of Muslim Police as disturbing because of its depiction of Jewish identity, history, and antisemitism.

If distributed among officers, the paper challenges the reliability of policing and must be withdrawn at once, the organization stated.

NAMP has stepped back from the report and issued a statement denying any claim that the group supports Hamas.

Written by then-vice president Khaldoun Kabbani and released in July 2025, the 39-page document asserts that Zionism is one expression of anti-Muslim hatred, compares the Gaza conflict to the Holocaust, and questions details about the October 7, 2023, Hamas attack on Israel, including the killing of Israeli children.

The Spectator highlighted the report in a recent article, noting it revealed troubling aspects of the National Association of Muslim Police. The group maintains formal ties with 16 of 43 UK police forces and claims to represent more than 20,000 officers.

Kabbani, a forensics officer, briefly led the Scottish Muslim Police Association before planning to relocate abroad following his retirement earlier this year.

The report emerged amid heightened concerns over UK policing, including a rise in anti-Jewish incidents and renewed debate about uneven enforcement following a December murder case. The Spectator column referenced victim Henry Nowak in connection with the NAMP document.

Rising number of antisemitic incidents in the UK

The NAMP paper has heightened anxiety among British Jews facing a wave of violent incidents. The Campaign Against Antisemitism reported that its surveys indicate 83 percent of British Jews believe police are not doing enough to safeguard them, and the document reinforced those worries.

Those behind posting this extremist material on the official police.uk domain are unfit to serve and should face immediate review by professional standards units and dismissal, said Steven Silverman, the group's director of investigations and enforcement.

British Jews have endured two-tier policing that allows antisemitic offenses to go unpunished, he added, and the organization will urge the government to send a clear signal that the matter cannot be resolved by quietly removing the document.

The report was taken down from the NAMP site over the weekend. On Tuesday the group issued a statement confirming it removed the paper right after discovering it and noting that the author is no longer connected to NAMP.

We understand that the publication of this document has affected several communities, and we regret any concern, discomfort, or misunderstanding it may have caused, the statement read.

NAMP categorically does not defend Hamas or any other proscribed organisation. We condemn all forms of terrorism and extremism, it added.

Responses from British Jewish leadership

The document is deeply troubling, a spokesperson for the Jewish Leadership Council said.

This document appears to falsely associate an ideology held by the majority of Jewish people as a threat to Muslims. It also engages in deeply troubling Holocaust inversion and denial of some of the worst atrocities carried out by Hamas on October 7th, the spokesperson continued. At a time of rising antisemitism including violent attacks on British Jews, this document further threatens community cohesion and police forces should be clear in distancing themselves from it.

The Board of Deputies of British Jews said it intends to contact relevant government and police departments to clarify the paper's origins, its distribution, and steps to protect trust between British Jews and law enforcement.

The Metropolitan Police of London, the country's largest force and a formal NAMP affiliate, declined to comment. The department has increased patrols in Jewish areas to counter antisemitic violence.
