The UK government has listed Iran's Islamic Revolutionary Guard Corps as a terrorist organization in response to assaults on Jewish populations and Iranian opposition figures, according to an initial Sky News report on Monday.

Officials rushed through the National (State Threats) Bill 2026 in line with commitments from the prime minister. Earlier rules for banning terror entities did not apply to groups supported by state actors.

Besides the IRGC, Britain is also listing two further entities: The Islamic Movement of Companions of the Right, an Iran-tied militant outfit known alternatively as Hakarat Ashab al-Yamin al-Islamiya, along with the GRU Volunteer Corps, a collection of Russian volunteer and proxy units directed by Russia's military intelligence service.

The Islamic Movement of Companions of the Right took credit for seven incidents targeting Jewish areas, reporters and Israeli-connected sites across the UK and Europe from March through May 2026, among them the antisemitic fire attack on four Hatzola ambulances in Golders Green.

It will become illegal to encourage backing for or voice views favorable to the IRGC, the Islamic Movement of Companions of the Right and the GRU Volunteer Corps; aid them in UK-related operations or take part in actions that could substantially help them; or receive or keep any tangible gain supplied by or for them.

Fight must continue against IRGC network

Certain violations carry a maximum penalty of life in prison.

The Home Secretary determined there is adequate proof to conclude that all three groups are involved in foreign power threat activity and that banning them is required to safeguard Britain's security and national priorities.

"This is not a choice to mark without questioning the delay, yet it is the correct move and I support it," Roger Macmillan, a past director at the Iranian diaspora outlet Iran International, stated to The Jerusalem Post.

"Listing the IRGC sets the baseline, not the limit. The true effort now targets the surrounding web: the front charities, the claimed Islamic and education centers that spread its views into British areas, the online outlets and the social media voices who advance Tehran's aims. None of this ends simply because one group appears on a list."

Macmillan noted that the IRGC ban must be paired with resolve and funding to help police and security services pursue networks and secure convictions, "rather than merely naming an entity in writing."

"This marks the proper opening move, years overdue. The real effort begins today."
