Saudi Arabia and Qatar moved swiftly to back continued negotiations, conveying to Washington and Tehran that the situation has not reached a stage where diplomacy is off the table, according to Bahraini political analyst Dr Ahmed Alkhuzaie in remarks to The Jerusalem Post on Monday.

Qatari Prime Minister Mohammed bin Abdulrahman bin Jassim Al Thani and Saudi Foreign Minister Prince Faisal bin Farhan Al-Saud held discussions on Monday morning regarding the importance of advancing mediation between the United States and Iran, as stated by Qatar's foreign ministry.

The exchange occurred hours after Iran fired ballistic missiles toward Israel, disrupting roughly a month of relative quiet in what seemed a reaction to Israeli operations against Hezbollah sites in Lebanon. Although the Iran-supported militant group has firmly opposed Beirut's discussions with Jerusalem, Tehran has insisted that Israel cease its campaign against the organization before halting actions against American, Israeli, and Gulf targets throughout the region.

US President Donald Trump has repeatedly called in recent hours for an end to the fighting and for Tehran to reengage in peace talks. This emphasis on diplomacy marks a shift from the administration's stance early in the conflict, a change Alkhuzaie largely credits to input from Doha and Riyadh.

Alkhuzaie, managing partner at the Washington-based Khuzaie Associates LLC, noted that Riyadh and Doha both shape views in Washington and Tehran, yet their leverage with Iran is more limited than their influence over the United States.

Qatar and Saudi Arabia Act as Pillars of Regional Stability

The conversation between Qatar and Saudi Arabia formed part of a measured message underscoring that the two key regional actors stay dedicated to stability and seek to avoid an unchecked cycle of escalation.

As partners in energy and security matters, their sway in Washington operates through constructive rather than adversarial channels, allowing Trump to regard them as vital allies protecting American interests in the Middle East, he said.

Their ties to Tehran differ notably. Alkhuzaie described the relationship as still positive, with influence applied in a more understated manner that has kept communication lines active even amid heightened tensions and prior Iranian strikes on both nations.

The signal sent to Tehran is that isolation across the region can be avoided through constructive engagement, he added, explaining the continued appeals for restraint despite repeated attacks from Iran.

Qatar persists in its mediator role between Western powers and Iran by enabling humanitarian measures and indirect discussions, while Saudi Arabia's measured outreach via regional talks and limited de-escalation steps indicates to Tehran that Gulf states prefer a coexistence framework over endless conflict.

This approach helps curb escalation and opens room for diplomacy even when US-Iran ties face pressure, he noted.

Encouraging Restraint from Washington and Tehran

Collectively, Riyadh and Doha have steered both Washington and Tehran toward moderation, producing a clear stabilizing impact on the region, he stated.

Although some analysts have suggested Gulf confidence in US-led security structures has weakened, Alkhuzaie described trust in Trump's diplomatic method as pragmatic rather than purely logical.

By supporting Washington's deliberate use of mixed signals to keep Tehran uncertain, Saudi Arabia and Qatar demonstrate faith in the administration's capacity to maintain pressure without locking into escalation, he said. Their readiness to bolster this approach through energy channels or measured military communications shows belief that Trump's tactics preserve American options while granting Gulf partners room to operate.

By integrating their actions into this strategy of calculated uncertainty, the two Gulf states have managed to steer clear of isolation and assert their own positions.

Gulf assurance stems from the view that Trump's approach maintains several paths including deterrence, negotiation, and escalation without closing any off. For nations such as Saudi Arabia and Qatar, this adaptability proves essential as it permits hedging against shifts in Iranian conduct while retaining standing in Washington, he concluded.
