Lebanon's currency has stayed close to 89,500 pounds per dollar even while conflict drains national holdings, harms infrastructure, and drives an already weary economy further into doubt.

Outside economic observers caution that this surface calm stems from artificial controls rather than real expansion. Banque du Liban keeps firm limits on local currency supply, and officials rely on strict emergency spending rules.

Banks and currency dealers also face heavy oversight demands. These steps have blocked a fresh rate collapse for now, yet they fail to fix underlying weaknesses.

Prior to the 2019 crisis an official rate of 1,507.5 pounds per dollar supported the economy on paper. That system vanished long ago. The current parallel rate near 89,500 now governs everyday life, affecting taxes, duties, wages, accounts, and cash deals.

Rate steadiness must not be mistaken for recovery; it merely shows the latest wartime alarm has been contained while deeper problems stay unresolved.

The budget buffer and economic facts

Finance Minister Yassine Jaber has stated that Lebanon can better protect its currency because it entered the conflict with tighter spending and closer ties between the ministry and central bank.

Ministry papers show the 2026 budget plans revenues and outlays near 6 billion dollars, up from roughly 5 billion dollars in the prior year.

Official numbers indicate stronger tax intake, higher fees, and increased customs receipts. This forms part of efforts to repair state finances after years when inflation distorted all accounting.

Analysts add a key warning: much of the apparent gain comes from revaluing state income after the old rate system ended.

Because levies now pass through a dollar-based reality, the budget looks clearer on paper than during peak crisis years. Still, independent voices stress that real fiscal power has not returned.

Extended fighting risks exhausting this slim buffer fast. In a May Reuters comment, Jaber forecast that conflict could cut real GDP by 7 to 10 percent in 2026, with total damage reaching 20 billion dollars.

This compounds losses from 2024 clashes. The World Bank estimated 3.4 billion dollars in physical harm and 5.1 billion in direct losses that year, with recovery needs later placed at 11 billion dollars.

Fast reserve decline

The price of holding the managed rate appears clearly on central bank books. BDL figures reported by local institutions showed foreign assets near 12.07 billion dollars in mid-February.

By month end they fell to 11.88 billion. Mid-March data showed a further slide to 11.66 billion, a loss of about 408 million dollars in thirty days. End-of-April sheets listed reserves at roughly 11.43 billion.

Experts note that using reserves in wartime is normal, yet Lebanon's deeper crisis makes the pattern risky. The remaining buffer is small, politically charged, and shadowed by past banking failure.

Local lenders stay severely weakened, savers cannot reach deposits, and faith in public bodies is nearly gone. Every dollar spent to hold rates today means one less for later rebuilding or extra shocks.

The heavy price of liquidity curbs

The central bank's chief defense is tight control of pound supply. The idea is straightforward: attackers need large local cash amounts to bet against the currency. Cutting that supply raises the cost of speculation.

Bank Audi's latest report confirmed the approach held the rate steady through early 2026 despite war damage, while flagging rising strain on foreign reserves.

Compliance specialists doubt long-term viability, calling the policy an economic tourniquet that chokes productive activity.

Firms face credit shortages and payment delays, while households lose access to loans or trapped savings.

Results are harsh. While screens show calm rates, merchants price goods in foreign currency, wages arrive in weak pounds, and families struggle with rising rent, medicine, fuel, and school costs.

Rate calm differs from economic health; the pound holds but people suffer. Depositors remain uncompensated, ruined areas stay unrepaired, credit has vanished, and poverty deepens.

Lebanon has paused visible crisis motion while hidden damage grows.

Unresolved banking damage and oversight layers

Global bodies have warned repeatedly that short-term rate management cannot replace major reforms. The IMF seeks full bank overhaul, a medium-term fiscal plan, credible debt handling, and safeguards for small depositors.

IMF mission chief Ernesto Ramirez Rigo noted that the banking collapse still blocks all credit flow and warned weak laws would trap the country indefinitely.

The banking shortfall remains the largest wound. Prime Minister Nawaf Salam's team has advanced draft laws to close the gap left by 2019. Reports put the 2022 shortfall above 70 billion dollars and rising.

Salam called the plan a fair effort to rebuild trust and share losses, yet critics from every side have rejected it.

Banks resist added capital loads, depositors fear fresh losses, and economists warn partial steps will not revive lending.

Amid the deadlock a new defense layer has formed through strict transaction rules. The Compliance Shield, linking BDL, commercial banks, and Salim Khalil Financial Company, enforces transparency on foreign exchange deals and blocks hidden flows.

This framework has sharply cut the wild rate swings of earlier years.

The sanctions pressure

International sanctions tie directly to Lebanon's economic survival and its links to global finance.

Recent US Treasury actions targeted senior security officials accused of using state bodies to shield political and armed interests.

Those named included Brig. Gen. Khattar Nassereddine and Col. Samer Hamadeh.

Washington charged Nassereddine with passing intelligence to Hezbollah and blocking disarmament efforts. Treasury Secretary Scott Bessent stated Hezbollah must be fully disarmed.

Beirut reactions split sharply. The army command stressed officer loyalty to the state and noted no advance notice. Hezbollah-aligned groups called the moves political interference.

Beyond politics, compliance experts warn the real risk is systemic. Lebanon already sits on the Financial Action Task Force grey list.

This status demands fixes to gaps in anti-money laundering and terror finance controls.

For an import-dependent nation reliant on remittances and dollar flows, the stakes are high. Local banks need foreign correspondents to process payments.

If regulators deem the compliance shield inadequate, formal channels could close.

Transfers would slow, costs would rise, businesses would struggle with suppliers, and families could lose overseas support, pushing more activity into untracked cash.

Jaber captured the risk bluntly earlier this year: Lebanon has become a cash economy, and the question is whether it stays on the grey list or drifts toward a black list.

This drives the focus on compliance messaging to prove legal channels block sanctioned actors and illicit money.

Rate defense and anti-laundering efforts form one fight: keeping Lebanon connected to global finance.

The outlook

For citizens the managed rate brings only fragile calm. The pound is not plunging, pensions continue, and prices avoid the wild daily swings of early collapse. Yet the wider picture stays bleak.

The country is poorer, tied to unsteady remittances, stripped of working banks, and exposed to every new clash.

Current defense works only because the central bank burns limited reserves, restricts private liquidity, enforces tight compliance, and leans on temporary budget shifts.

Analysts conclude none of these steps can replace full bank reform, genuine growth, debt resolution, or lasting political calm.
