Israel's defense and finance ministers have revealed intentions to establish three new settlements in Gaza along with more than 400 million dollars in funding to boost construction across the occupied West Bank. The regional military commander described certain outposts as key security collaborators.

With national elections set for 27 October, Benjamin Netanyahu's coalition is accelerating efforts to extend land control in occupied Palestinian territories and displace residents ahead of its term ending.

Defense minister Israel Katz stated plans to create three Nahal outposts in northern Gaza. These military style communities have historically served as precursors to civilian settlements over many decades.

Finance minister Bezalel Smotrich disclosed 1.3 billion shekels in support for numerous new Israeli settlements in the occupied West Bank. The cabinet approved the funds last month but withheld public details due to anticipated international concerns, according to local reports.

Maj Gen Avi Bluth, who leads Israeli forces in the West Bank, expressed appreciation for residents of extremist outposts during a meeting and referred to them as partners in maintaining security.

Bluth, raised in a West Bank settlement, addressed the group known as the Farms Association on Wednesday. The organization represents communities considered illegal under Israeli regulations.

Such outposts have contributed significantly to campaigns that have displaced Palestinians from homes and lands throughout the occupied West Bank.

Dozens of figures from Israel's political and military leadership, including two former prime ministers and ex heads of security agencies, have signaled intent to pursue legal measures against government backing for settler actions in the West Bank.

The UN human rights office for Palestine issued a report this week noting that settler violence functions as state supported activity. It described how Israel has utilized settlers to advance annexation while lack of accountability allows incidents to increase.

Hagit Ofran of Peace Now reported that bulldozers are active at no fewer than seven settlements expected to receive residents before election day. She described the government's actions as a hasty pre election push to allocate public resources and establish new realities on the ground.

Katz detailed his Gaza settlement proposals during a visit to areas under Israeli control. He has also advocated for large scale relocation of Palestinians from the territory. He told Channel 14 TV of plans to set up three Nahal outposts in former settlement locations in northern Gaza.

Dror Etkes of Kerem Navot explained that Nahal outposts serve only as an initial stage. The military presence prepares sites for eventual civilian settlement, a pattern followed in dozens of West Bank cases.

Nahal settlements originated in the 1950s along border areas including around Gaza and were later applied in the West Bank from 1967, first in the Jordan valley and then elsewhere, Etkes noted.

Smotrich indicated last month that preparations for three Gaza settlements were finalized and could start once Netanyahu approves. The prime minister's office offered no comment on the proposals.

Katz also remarked to Channel 14 that he viewed the rubble landscape replacing Palestinian communities in much of occupied Gaza positively.

Israel's deputy chief of staff Maj Gen Tamir Yadai informed Katz during a televised briefing that forces now hold 65 percent of Gaza. This exceeds the 53 percent specified in the prior ceasefire arrangement mediated by US president Donald Trump.

Around 2 million Palestinians who endured the conflict remain concentrated in the remaining third of Gaza's land.

Yadai described the territorial control and reported elimination of over 70,000 militants as a form of victory.

The figures appear to classify 21,000 Palestinian children killed in strikes as militants, among them over 1,000 infants under one year old.

Israeli military assessments have found Palestinian health authority records of Gaza fatalities, listing over 73,000 named individuals with ID numbers, to be largely reliable.

The data shows more than 21,000 children, over 10,000 women under 60, and more than 5,000 elderly. When questioned if Yadai's count included women, children and elderly as militants, the military did not provide a direct response.

A spokesperson noted that casualty assessments continue and that no formal briefing on the topic has been given to civilian leaders despite the comments made to Katz.

The spokesperson stated the process of reviewing casualty breakdowns remains incomplete and has not reached political officials. No comment was offered on Bluth's statements regarding settler militants, with settlement decisions described as a political matter.
