Authorities informed the High Court of Justice that reporters must remain restricted from Gaza entry absent military accompaniment, pointing to persistent security threats amid the Foreign Press Association's fresh bid for autonomous movement.

The filing, submitted on Sunday, upholds these limits a full year following the October 2025 truce pact and over two years since the initial petition.

Central to the matter is whether correspondents may access Gaza freely to gather reports on their own terms instead of relying on IDF-coordinated and supervised tours. Officials highlight past escorted trips during conflict phases, yet the association contends such outings fall short of true independence in selecting locations, sources and topics.

In its September 27 filing, the association noted major shifts, such as protocols now enabling global aid personnel to reach and operate inside Gaza, claiming these developments weaken prior rationales for blocking solo journalist visits.

The group pressed the court for provisional entry during case review, a formal state defense of the rules, or a swift hearing instead. It further stressed that repeated postponements inflict irreversible damage, as timely coverage of unfolding events cannot be recreated by later approvals.

Recent filing upholds escort requirement for all journalist visits

The state's updated position, filed after guidance from Deputy Supreme Court President Noam Sohlberg, asserts that present risk evaluations continue to rule out unescorted journalist access. It rejects the interim measures sought and proposes another confidential briefing for the panel.

Proceedings have featured multiple update cycles and deadline extensions, encompassing a promised policy review after the ceasefire deal.

In its June 19, 2025 submission, the state referenced the court's January 2024 dismissal of a prior petition. That earlier decision identified no inherent entry right and declined intervention given then-prevailing conditions, while preserving the association's option to reengage officials and return to court if circumstances evolved.

On October 9, 2025, officials endorsed the hostage-release plan incorporating truce terms. During a session two weeks afterward, the state indicated it would reassess its stance based on the accord.

In its October 26 ruling, the court allotted time for that review and set November 23 for an update. It also noted plans to restart escorted reporter trips to zones inside the Yellow Line shortly thereafter.

After extensions, the state delivered its response on January 4, 2026. It recognized ground-level changes yet insisted ongoing dangers and incidents still blocked independent access, also referencing the unresolved status of hostage Ran Gvili's remains.

At a January 26 session, state counsel shared classified security details with judges excluding petitioners. The court then mandated a further update by March 31 without granting the association's request for a formal policy justification order.

Following additional extensions, the state submitted its June 3 update, again upholding prior limits. At Sohlberg's direction, it supplied a classified briefing on June 15 after a brief delay. The latest filing indicates no subsequent ruling on that material.

Temporary access would resolve core petition absent final judgment

Officials now contend that granting interim independent entry would effectively decide the petition's primary aim before any conclusive court determination.

It indicated readiness for another classified filing within roughly 20 days if directed by the court. A supporting affidavit on the current security evaluation will follow in coming days.

The court's next action will shape subsequent phases of the litigation.
