The most precisely worded statement in American foreign policy is the phrase Washington has repeated since the opening night of this conflict. Iran cannot have a nuclear weapon.

Viewed alone, the sentence appears to restate a standard non-proliferation pledge, the sort repeated by every administration regarding Tehran since 2003. Yet the wording is intentional and carries deeper meaning.

The term weapon holds greater significance than warhead. Strategic analysis identifies three distinct nuclear capabilities in Iranian possession. Two are already active and have operated for more than three months. The third is the one discussed publicly in Washington. It remains, by every measure, the least decisive of the three.

Interpreting this language is a task current commentary on the conflict largely overlooks. This analysis seeks to address that gap.

Weapon one: control of the Hormuz passage

Iran holds one shoreline of the Strait of Hormuz, the sea route through which the US Energy Information Administration calculates roughly 20 percent of worldwide oil and liquefied natural gas typically moves.

The ability to close, limit, or credibly threaten this route functions as a strategic asset equivalent to a tactical deterrent. Such control can destabilize energy markets within months, drive import-reliant economies into downturn, compel currency adjustments, and bring the United States, China, Japan, and the European Union to negotiations simultaneously.

Iran has employed this capability in practice. Since February 28, traffic through Hormuz has slowed dramatically, with Gulf producers curtailing output by approximately 13 million barrels daily as tanker activity declined and storage reached capacity.

Brent crude, near 70 dollars before the conflict, rose to about 138 dollars in early April and remains near 97 dollars. US gasoline prices increased from 2.98 dollars per gallon the week prior to the war, peaked above 4.50 dollars in May, and settled near 4.30 dollars by early June, roughly 45 percent higher than initial levels.

The strait has operated, in the exact terms of strategic studies, as a deterrent asset. The world continues to absorb the impact through commodity prices, shipping insurance costs, and central bank inflation projections.

Mission achieved. The first weapon has been used.

Weapon two: position across Eurasia

Iran occupies the central geographic point of the Eurasian continent, where Central Asia, the Levant, the Caucasus, and South Asia meet. The sole comparable location belongs to Russia, which remains operationally secure due to its established nuclear deterrent. That difference itself confirms the point.

The reality that the United States and Israel can target Iranian sites without encountering nuclear retaliation indicates the intelligence community understands Tehran lacks a deliverable warhead. If such a device existed, Iran would enjoy the same protection as Moscow. It does not.

Instead, Iran exercises what Halford Mackinder termed the Heartland in 1919: control of the Heartland grants command of the World-Island, and command of the World-Island grants command of the world.

Nicholas Spykman shifted focus to the Rimland surrounding it. Zbigniew Brzezinski revisited the concept in 1997, framing Eurasia as the arena where American leadership is confirmed or lost.

The International North-South Transport Corridor, agreed by Russia, Iran, and India in 2000, now spans some 7,200 kilometers from Mumbai through Iranian ports to the Caspian Sea and onward to St. Petersburg. The China-Iran rail connection links Xi'an to Iran's Aprin dry port and avoids the Strait of Malacca. Both routes cross Iranian territory. Both circumvent American naval dominance completely.

China obtains a notable portion of its seaborne crude from Iran at discounts preserved through yuan-based trade. Loss of Iran would eliminate the discount supporting Chinese industrial strength.

Loss of Iran would also remove the Russia-China land route that evades the First Island Chain. In practical terms, Iran is diminishing American primacy from the Eurasian center in real time, and the resulting effects are altering the corridor networks that determine whether the coming century remains unipolar or becomes multipolar.

Mission achieved. The second weapon has been used.

Weapon three: the physical warhead

This is the capability Washington addresses publicly, and it is the least significant of the three.

A single Iranian warhead would not alter the regional balance. Israel is estimated by the Federation of American Scientists to possess around 90 warheads, with some independent assessments higher. The United States can eliminate any Iranian launch site within hours of detection. The Iranian air force operates 1970s aircraft against the most advanced air defense systems in the region. One warhead, even if delivered successfully, would trigger a regional reaction that ends the Islamic Republic within days. As a deterrent, it offers little value against the real threat.

The technical assessment is not contested. Iran's former atomic energy chief Ali Akbar Salehi stated on state television in early 2024 that Tehran holds every element required for a weapon, likening it to a car whose engine, chassis, and gearbox had each been assembled separately.

IAEA Director General Rafael Grossi has judged Iran to be weeks rather than months from sufficient enriched material for a device, while observing that material alone does not constitute a functioning warhead. The key issue has long been timing rather than capability.

The public record reveals the indicator. The 2024 Annual Threat Assessment repeated, as it had since 2019, that Iran is not currently undertaking the key nuclear weapons-development activities necessary to produce a testable nuclear device.

In its July 23, 2024 report to Congress, the Office of the Director of National Intelligence removed that sentence and replaced it with wording noting Tehran had undertaken activities that better position it to produce a nuclear device, if it chooses to do so. The Wall Street Journal reported on August 9, 2024, that US agencies were reviewing their criteria for evaluating the program.

The intelligence community understands the technical status of the program. The Pentagon understands it. The DNI has recorded it. The strikes occurred regardless. The pattern shows the clear point: the conflict is not truly about the warhead. The fissile issue serves as the public explanation.

The interpretation

When Washington states that Iran cannot have a nuclear weapon, it intends something broader than enrichment percentages. It means Iran cannot retain the Hormuz chokehold and the Eurasian corridor while developing a third deterrent that would make the first two permanent. The goal is to remove Tehran's two active weapons before the third arrives and renders regional American power projection outdated.

That explains why the kinetic phase has focused on Hormuz access, corridor interference, and Iranian territorial control rather than centrifuges and weapons-design facilities. The strikes on Bushehr, the Persian Gulf blockade and the counter-blockade on Iranian ports, the interdiction at the Caspian, the targeting of rail infrastructure linking Aprin to the eastern provinces, all align more closely with the energy chokehold and geography factors than with the fissile-material factor.

Here lies the element no official statement in Washington or Jerusalem will identify. Even if Iran halted all enrichment tomorrow, dismantled every centrifuge under verification, and signed an enforceable protocol, the campaign could not conclude while the current institutions remain in power.

The first two weapons persist regardless of the third. Hormuz remains within Iranian coastal range. The corridors continue to bypass American naval reach. The stated war aim on February 28 was not de-enrichment. It was regime change, and the opening strikes killed supreme leader Ali Khamenei outright. His son was installed as successor and pledged to keep the strait closed. The war did not conclude. That sequence demonstrates the thesis.

The doctrine guiding the operation

None of this is ad hoc. In December 2025, the administration released its National Security Strategy, a document of roughly 33 pages organized around one central concept: a Trump Corollary to the Monroe Doctrine.

The text reaffirms American primacy across the Western Hemisphere, defined broadly from the Arctic to Antarctica and including Greenland and the Panama approaches, and commits to denying extra-hemispheric powers, identified as China, Russia, and Iran, any foothold or ownership of strategic assets there.

That covers the home theater. The document then frames the rest of the world as a set of burden-shifted perimeters. In the Indo-Pacific it relies on Japan, South Korea, Australia, and India, and on the First Island Chain states from the Philippines northward, to contain China. In Europe it encourages allies toward self-reliance and, for now, toward reduced friction with Russia rather than a new containment line.

In the Middle East it adopts a specific and revealing stance: it lowers the region's priority, rejects nation-building, and commits to two objectives only, protecting Israel and preventing any single power, especially Iran, from achieving regional hegemony.

One forecast, identified clearly as mine and not as an interpretation of the text: the European posture will not endure. The same burden-shifted-anchor logic the strategy applies openly in Asia and the Middle East will, in my view, eventually push Germany into the role of continental counterweight to Russia, whatever the present document states. That is a prediction, not a conclusion.

Read together, this represents a spheres-of-influence framework. America maintains its own hemisphere directly and assigns the others to dependable regional anchors. In the Middle East, that anchor is Israel.

The logic is reciprocal and complete. Israel aims to become the region's decisive power. Washington requires exactly such a partner so that it can focus force on the hemisphere and the Pacific without being drawn back into Gulf conflicts it no longer wishes to conduct directly.

The destinies of the two have merged into one equation: America cannot implement the strategy without a strong, secure Israel, and Israel cannot become the regional arbiter while Iran retains the capacity to threaten it and to close the corridors on which the rest of the design depends.

And there is exactly one actor whose two deployed weapons, the Hormuz chokehold and the Eurasian corridors, keep that equation open. The strategy identifies it. Iran is not a footnote to the doctrine. Iran is the single variable that prevents the doctrine from closing.

Implications for Israeli planners

The framework is not theoretical. If the war concerns the third weapon, a settlement limiting enrichment at JCPOA-equivalent levels could in principle resolve the crisis without requiring regional regime change. If the war concerns the first two weapons, no limit is adequate, and the conflict must continue structurally until Iranian capacity to control Hormuz and the Eurasian corridors has been eliminated.

These represent operationally distinct wars, with different exit points and different measures of success. This is not an argument for additional or broader wars; it is a realistic outline of how to interpret current developments across the region.

The current posture provides the answer. A Pakistan-mediated ceasefire from April 7 to 8 collapsed when the Islamabad talks failed. CENTCOM strikes on Qeshm Island and elsewhere have continued inside the supposed truce, the US House passed a war powers resolution on June 3 to halt the action, and Washington continues to speak publicly about the warhead while pursuing the chokehold.

Israeli assessments should be adjusted accordingly. The risk is not that the war concludes with a flawed nuclear agreement. The risk is that it does not conclude at all, because the underlying objectives cannot be met by any document Tehran can sign while these Iranian institutions survive, and the man the 2025 US assessment named as the final decisionmaker on the bomb is already deceased, with the war still underway.
