Such an outlook overlooks the real factor uniting the two administrations. Ankara backed Pretoria's legal proceedings against Israel at the International Court of Justice in 2026.

Cooperation has only grown since then: Turkish filings aim to reinforce South Africa's legal arguments, and the two states now lead The Hague Group's effort to pursue accountability for Israel via global legal channels.

This alignment is not a random meeting of minds between countries that simply differ with Jerusalem. It forms a deliberate diplomatic structure, raising the question of what Turkish leader Recep Tayyip Erdogan gains beyond public posturing.

The motivation stands out more clearly when the South African connection is set within Turkey's wider advance across Africa, a campaign underway for two decades and driven by goals unrelated to Israel.

Turkey raised its embassy presence on the continent from twelve in 2002 to forty-four at present. Trade rose from about 5.4 billion dollars in 2005 to nearly 41 billion dollars by 2025. Turkish Airlines now serves dozens of African cities in roughly forty nations.

These steps followed a clear sequence: diplomacy opened doors, followed by institution-building through military and police training centers, health facilities, and scholarships that bring thousands of African students to Turkish universities, with defense sales added once relationships were secure.

The defense element deserves close attention from Washington. Reports trace how Baykar drone sales, totaling around 1.8 billion dollars in 2024, placed Turkish unmanned aircraft with eighteen African forces, some engaged in internal conflicts.

Turkey's SADAT contractor, tied to an Erdogan associate and described in Islamist terms, works in nine African states and has recruited Syrian fighters for operations in Libya, Nigeria, Burkina Faso, and Niger.

The pattern is difficult to ignore: nine of Africa's ten most recent coups occurred in Sahel nations, and five of the seven countries involved had purchased Turkish drones, with three also hosting SADAT staff.

Further accounts from Sudan note Turkish arms moving from Sudanese forces into South Sudan, raising risks of wider spread to Sahel militant groups.

Creating Ties and Extending Competition

Beyond arms deals, the approach relies on patient local engagement. This mirrors methods used inside Turkey to build lasting support through community networks, local groups, and economic ties that foster both connection and reliance.

The model reaches its fullest form in Somalia, serving as a test case for Ankara's vision for the continent.

Turkey's TURKSOM base in Mogadishu, its first overseas military site, has prepared about 16,000 Somali soldiers since 2017. Turkish personnel there have increased from roughly 400 to 800, with approval for up to 2,500.

Ankara has also sent tanks and F-16 aircraft to assist Somali forces against al-Shabaab.

This combines training, equipment transfers, and direct military presence in a single location under one authority, the same approach seen in parts elsewhere but fully realized here.

Somalia also links Turkey's African plans with its stance toward Israel: Turkey plans offshore energy exploration in Somali waters this year, while Israel has recognized Somaliland's independence, challenging the sovereignty Ankara's Mogadishu commitments rest upon.

Erdogan labeled Israel's recognition illegitimate. Somalia represents the point where Turkey's economic aims, military presence, and rivalry with Jerusalem converge.

It previews how Ankara may seek South African diplomatic backing to shield similar actions elsewhere, extending beyond legal support at The Hague to operational freedom on the ground.

Projects by TIKA, Maarif Foundation schools, and health programs in Niger, Sudan, and Somalia extend this Turkish approach. Scholarships for African students represent long-term efforts to shape future supportive leaders, creating influence that outlasts any single arms agreement.

Success depends on willing partners. African governments seek alternatives to China's heavy debt burdens and Russia's security arrangements, viewing Turkey as a credible option that avoids Western restrictions.

Ankara gains access to resources such as uranium and oil prospects in Niger and Somalia. Its Mogadishu base provides a Red Sea foothold as Israel recognizes Somaliland, moving the Turkey-Israel contest onto African territory.

Against this setting, Pretoria serves less as an equal partner and more as a prestigious validator, lending ICJ credibility to a strategy built through drones, contractors, and educational programs across the continent.

Trade figures between Ankara and Pretoria remain limited at about two billion dollars, yet the broader aims behind the relationship are substantial.
