A fresh chapter also began at the Federal Reserve as Jerome Powell concluded his term on May 15 and Kevin Warsh assumed the role on May 22.

President Donald Trump's selected successor to Powell drew market focus last week. On June 17, Warsh conducted his first FOMC session as chair, and the outcome proved notable.

While certain outcomes aligned with expectations, a Kevin Warsh-led Fed introduced several unexpected elements for markets and investors. These included indirect attribution of inflation concerns to President Trump and former Fed Chair Powell.

Fed Chair Warsh Assigns Inflation Responsibility to Predecessor and President

As anticipated, the FOMC left the federal funds target rate unchanged on June 17. Yet remarks from Fed Chair Kevin Warsh during the subsequent press session have prompted discussion and concern.

Departing from Powell's approach of detailing FOMC reasoning and providing forward guidance, the statement under Warsh remained concise, simply noting that inflation stays above the committee's 2 percent objective.

In the press conference, Warsh stated directly that the commitment to achieve price stability is strong, unanimous, and clear. He added that this represents an important signal absent for five years, which the committee will now address.

Warsh attributes the inflation situation to predecessor Jerome Powell for maintaining low rates over an extended period and expanding the balance sheet through purchases of long-term Treasury bonds and mortgage-backed securities.

Powell is not the sole figure indirectly referenced by Warsh. Although the new chair avoided naming either Powell or Trump, his comments on inflation also pointed toward the president by highlighting supply shocks in sectors such as energy.

Warsh's emphasis on energy alludes to the effects of the Iran conflict and resulting supply issues that elevated prices and lifted trailing 12-month inflation from 2.4 percent in February to 4.2 percent in May. He further noted multiple sectors, encompassing goods affected by tariffs.

Reduced Transparency and Potential Rate Adjustments

Assigning responsibility for inflation formed only one aspect of Warsh's first meeting. He also addressed forthcoming policy steps and the latest economic projections.

Warsh indicated that forward guidance does not align with the central bank's role. He has previously expressed that markets function better when driven by data rather than expectations.

Markets have grown accustomed to the clarity offered by prior guidance. The absence of such detail may complicate forecasts for a Warsh-led Fed, particularly amid elevated equity valuations.

The session also featured the quarterly Summary of Economic Projections. Warsh did not contribute to the rate outlook, yet nine of the other 18 participants projected higher rates by the end of 2026. Such increases could affect sectors including artificial intelligence infrastructure that have supported recent market gains.

A new period for the Federal Reserve has begun, with markets adjusting accordingly.
