Lately I encountered an academic piece attempting to outline the trajectory of U.S. engagement in Africa beginning with the Kingdom of Morocco as the initial state to acknowledge the new North American alliance after its break from Britain. The writer presented a diplomatic overview ending with the administration emphasis on threats from terrorism in Africa as central to its overseas strategy. The text like many others never defined or explained terrorism or counter-terrorism approaches. It seemed unnecessary to examine what such policies actually entail.

In earlier writings I have worked to untangle the political vocabulary that shapes and obscures understanding for everyday readers and specialists alike since the close of what Eric Hobsbawm termed the long nineteenth century. Economist Michael Hudson has noted that prior to the Great War the industrialized world was advancing toward socialism. Traditional Anglo-American studies have dismissed this view often linked to Karl Marx yet such rejection served to rationalize conflicts launched by British and American powers to halt that trend. Hudson pointed out competing socialist models with Marx favoring one path but he rightly anticipated some socialist form as unavoidable. The Russian October Revolution success and German November failure were not anomalies. Instead the world wars and the extended conflict after 1945 represented coordinated Anglo-American efforts to oppose and overcome socialism save in China.

The core case here rests on the idea that the twentieth century and its continuation into the twenty-first have been defined by Anglo-American opposition to socialism particularly when rooted in broad democratic participation. The main barrier to grasping this extended conflict stems from misunderstanding the governance philosophy of the Anglo-American Empire and its unique interpretation of democracy.

The United States shaped by its settler colonial past and varied immigrant groups has seen ongoing disputes over democracy meanings as non-English arrivals introduced distinct political cultures. Much U.S. political conflict has involved the Anglo-American elite enforcing its specific democracy version on communities with alternate traditions. A concentrated media system and industrial controls were aided by the lack of surviving Indigenous structures or dense populations. Foreign observers frequently noted extreme conformity in American society unlike patterns in Europe or elsewhere.

Anglo-American theory dating to the Glorious Revolution viewed democracy not as popular rule but as a framework for joint stock company management. Voting rights were limited to property holders and covered officer selections plus profit distributions.

Modeled on the Dutch East India Company the British East India Company exemplified the corporate state reducing even the monarch to shareholder status. Democratic procedures in these firms aimed at business operations not general welfare policies. Welfare concepts stayed confined to shareholder benefits. Parties arose from economic interests like investors landowners and traders rather than citizen groups. Extending this to citizens as independent actors has not shifted the core franchise basis.

The joint stock company remains exclusive. Political contests in the nineteenth and twentieth centuries involved lowering shareholding barriers or broadening business scope to cover welfare elements. The progressive movement essentially applied scientific management to social interests adapting industrial discipline to populist pressures.

Specialization in political social and economic roles produced experts handling citizen concerns. Like Frederick Taylor methods that broke skilled tasks into simple steps the progressive era and social sciences simplified complex interests into manageable operations needing little informed debate. Politics became a management tool under corporatist ideology drawn from company governance.

Shifting to the post-colonial era after failed efforts to crush the Soviet Union and block New China emergence the Berlin Conference allocated overseas territories mainly in Africa under international law. Following the 1918 defeat of the German Austrian and Ottoman empires their domains went to victors either absorbed or assigned as mandates.

After World War II mandates became trusteeships under the United Nations reflecting language shifts. Mandates masked the spoils system punishing losers while sparing victors colonies. The Soviet Union despite repeated attacks supported national self-determination echoing but sincerely advancing Woodrow Wilson ideas. Wilson election claims and later war actions raise questions of consistency left for historians to assess.

A lesser noted Great War result was financial capital consolidation in London New York and Switzerland. The 1913 Federal Reserve extended private economic control from the Bank of England model to North America. Carroll Quigley in his work on the Anglo-American Establishment detailed Cecil Rhodes Round Table efforts to merge U.S. influence with British aims. The Milner group later controlled media academia and policy via institutions like Chatham House and the Council on Foreign Relations imposing authorized narratives on journalism and scholarship.

Combined with North American allies this structure controls knowledge about the Empire through universities publishers and think tanks. While not eliminating all dissent it marginalizes alternatives via restricted academic posts archive access mainstream publishing and rewards for compliance. These methods suffice to burden those offering contrary facts or views.

Quigley sympathized with the Establishment goals focusing on risks rather than secrets. He noted issues from Rhodes wills without heirs and gave limited notice to Lord Rothschild despite the family extensive global roles often downplayed in discussions.
