During a gathering of foreign ministers at Chevening, the UK together with Australia and Canada each contributed startup resources to create a fresh multilateral fund focused on Israeli-Palestinian peace that targets underlying drivers of the conflict at the community level.

Through support for practical local projects that connect communities and foster mutual confidence while narrowing the gaps that sustain tension, the new institution will integrate civil society work more deeply into official diplomatic planning. Too often peace efforts in the region are viewed solely through the lens of high-level talks, noted UK Foreign Secretary Yvette Cooper. When successive generations of Israelis and Palestinians have experienced repeated rounds of violence, it is essential to back local groups that promote conversation, coexistence, and understanding between populations.

A two-decade effort by ALLMEP reaches fruition during a pivotal period

The development marks a significant achievement after nearly twenty years of advocacy by the Alliance for Middle East Peace. Israelis and Palestinians require a sustained international push to settle the conflict following years of intense violence and hardship, stated ALLMEP Executive Director John Lyndon.

Such an approach calls for sustained creative work to shape a diplomatic path forward while pursuing community-level actions that generate ideas, cultivate leaders, and build constituencies ready to support resolution, he continued. For the first time a broad grassroots plan can be aligned with diplomatic channels to involve both populations directly, incorporate their perspectives, and develop durable public backing.

The fund is positioned to grow a wide array of civil society groups and programs including bilingual education centers, joint business ventures led by women, collaborative policy workshops, shared medical facilities, and cross-community leadership training. More than two hundred such organizations belong to the ALLMEP network.

ALLMEP reports that repeated surveys demonstrate meaningful shifts in personal attitudes and conduct. Yet these initiatives have historically lacked sufficient resources to achieve broad and lasting reach. They have also remained disconnected from coordinated diplomatic efforts aimed at genuine resolution. The foreign ministers emphasized that the fund will both enlarge existing programs and support emerging ones.

ALLMEP founder and president Avi Meyerstein explained that the organization began a worldwide push for an International Fund for Israeli-Palestinian Peace in 2009. The campaign built alliances among advocacy groups in the United States and Europe spanning the political spectrum. In Washington it secured backing from both major parties while in the UK it received support from parliamentarians and prime ministers across party lines.

In 2020, following a decade of legislative work in Washington, the effort produced a 250-million-dollar United States commitment through the Middle East Partnership for Peace Act, which foresaw additional contributions from other nations.

Meyerstein observed that consistent long-term progress counters doubts about new initiatives. At a time when Israelis and Palestinians must determine the path ahead, the groundwork is already in place. A wide civil society network has been developed, an international fund has been pursued, and a place at the table has been sought for more than twenty years. This represents a sustained strategy suited to a long-standing conflict and lays the foundation for an alternative to current instability and recurring violence.

The concept originated in 2004, drawing from the model of the International Fund for Ireland. Beginning more than a decade before the Good Friday Agreement, that fund and the European Union directed over 6.5 billion dollars into thousands of partnership and peacebuilding projects. Foreign Secretary Cooper highlighted the UK's established role and lessons from comparable work in Northern Ireland. Australia, Canada, and the UK each contributed 1 million pounds to initiate the fund and stated that once operational they will recruit further donors and expand activities.

The announcement arrives one day before another anticipated step in efforts to incorporate Israeli and Palestinian civil society into diplomatic processes. On Friday, as global leaders gather in France for the G7 Leaders Summit, more than 150 Israeli and Palestinian civil society representatives will convene in Paris for a full-day policy meeting. They are expected to formulate and deliver recommendations to attending foreign ministers and the G7 on concrete measures toward stabilization, recovery, security, and a negotiated resolution of the Israeli-Palestinian conflict.
