AUKUS stands for the security partnership linking Australia, the United Kingdom and the United States that began in 2021. Its stated purpose centers on advancing a free, open and secure Indo-Pacific zone via stronger shared deterrence and quicker progress on sophisticated defense systems. Former Malaysian Prime Minister Ismail Sabri Yaakob voiced worries directly to Australian Prime Minister Scott Morrison and cautioned that the nuclear submarine effort risks increasing military strains across Asia. He called on all sides to steer clear of provocation and any regional arms buildup. At the same time the project could push other powers toward bolder moves in this area, particularly around the South China Sea.

President Trump gave formal backing to the AUKUS nuclear submarine plan and declared the United States would move full speed ahead with the three-way defense pact. He also unveiled ideas for a new Golden Fleet of battleships last December. He described the Trump-class vessels as the fastest, the biggest and by far one hundred times more powerful than any battleship previously constructed. The United States Navy shipbuilding plan issued last month sets targets for fifteen Trump-class battleships by 2055. The first ship, to be called Defiant, is slated for delivery in 2036. Australia now worries these vessels may slow production of the AUKUS submarines.

AUKUS will deliver nuclear-powered submarine abilities to the South Pacific through a staged Optimal Pathway that supplies Australia with nuclear-powered submarines and prepares the Royal Australian Navy to run them. The agreement makes Australia only the second nation to gain access to top-level United States and United Kingdom nuclear propulsion know-how.

Under the AUKUS defense pact the United States is sharing its closely protected nuclear-powered submarine technology with Australia and the United Kingdom. Before AUKUS the United States had not passed this sensitive nuclear propulsion technology to any partner since the 1958 Mutual Defense Agreement with the United Kingdom.

Thousands of Australian personnel are now working alongside United States and United Kingdom naval teams to learn nuclear stewardship while Australia carries out a large industrial buildup that includes new shipyards in South Australia. The Nuclear Nonproliferation Treaty permits non-nuclear-weapon states to make highly enriched uranium for naval reactor fuel. Still the transfer of United States or United Kingdom nuclear submarine technology, possibly including highly enriched uranium, has been called an act of nuclear proliferation and has drawn criticism from experts and officials.

James M. Acton of the Carnegie Endowment for International Peace noted that the nonproliferation effects of the AUKUS submarine deal are both negative and serious. For Australia to run nuclear-powered submarines it would become the first non-nuclear-weapon state to use a loophole that lets it take nuclear material out of International Atomic Energy Agency inspections. He expressed concern that this step could create a harmful precedent. Future would-be proliferators might use naval reactor programs to mask nuclear weapons development.

Worries have grown that letting a country without nuclear arms obtain nuclear-powered submarines and uranium enrichment technology for naval reactors could spark more arms spread if other nations copy Australia. This concern is heightened because the nuclear-powered submarine technology faces no regular international inspections yet can support nuclear weapons production.

The AUKUS Plan

The AUKUS partnership splits into two main streams. Pillar 1 covers the rotational deployment of nuclear-powered submarines from the United States and United Kingdom at the HMAS Stirling naval base in Western Australia beginning in 2027. Pillar 1 also gives Australia conventionally armed nuclear-powered submarines to update its naval forces. This includes buying up to five United States Virginia-class submarines in the 2030s followed by a new AUKUS-class submarine. All three countries are investing heavily to grow their submarine manufacturing capacity and secure supply chains and long-term support. Long-term costs for the submarine program are projected between seventy-one billion and ninety-six billion Australian dollars through 2036 with overall estimates exceeding three hundred billion United States dollars by 2055.

Pillar 2 focuses on joint work in six technology fields: artificial intelligence, autonomous systems, quantum technologies, cyber tools, hypersonic missiles and electronic warfare. It aims to deepen ties between military science and industrial bases.

Arnaud Peyronnet of the Strategic Monitoring Centre for the Mediterranean and the Middle East observed in September 2021 that Australia had moved from ally status with the United States to strategic partner through the AUKUS security pact. The agreement marks the end of a shift in Australia strategic outlook now tied solely to United States aims to counter Chinese military activity in the Western Pacific. This alignment comes with giving up independent choices on military purchases as Canberra now depends on United States and British defense goods and services. The pact also lets the United Kingdom return to the Pacific on a lasting basis in line with its post-Brexit Global Britain approach and confirms British support for United States strategy toward China.

While this alignment reduces strategic independence for both nations it creates a fresh power balance in the Western Pacific amid great-power rivalry among the United States, China and Russia over military, economic and technological leadership. It positions Australia as a strong United States supporter across Southeast Asia where non-aligned countries such as Malaysia and Indonesia could become arenas for bloc competition. AUKUS makes the Western Pacific the new center of geopolitical gravity for coming decades.

Cause of Both Previous World Wars: Surrender of Independent Foreign Policy

The loss of strategic autonomy through surrender of independent foreign policy to fixed alliance duties and military schedules was a key factor behind World War I. Great powers lost the ability to ease tensions on their own once a crisis started. The same loss of strategic autonomy, the capacity to act freely in foreign and military policy without depending on outside powers, also helped trigger World War II. It produced a tense situation in which rising powers tried to regain sovereignty by force while European democracies ultimately sacrificed independence to halt fascist aggression.

Companies Financially Benefiting from AUKUS

The firms gaining most from the AUKUS program are leading military contractors, nuclear parts suppliers and precision engineering companies that serve as main builders or approved suppliers in the United States, United Kingdom and Australia.

BAE Systems: The central player in the three-way agreement, BAE Systems is co-designing the new SSN-AUKUS submarines in the United Kingdom and will lead their construction in Adelaide, Australia, together with ASC Pty Ltd. At the Indo Pacific 2025 International Maritime Exposition four companies, BAE Systems, Raytheon Australia, General Dynamics Mission Systems and Thales, offered to guide design and set up foundations for combat system manufacture and integration for SSN-AUKUS under deals to be negotiated with Australia and the United Kingdom.
Huntington Ingalls Industries: As one of only two builders of United States nuclear submarines, Huntington Ingalls Industries plays a major role through the AUSSQ program by integrating and qualifying Australian suppliers into its nuclear and aircraft carrier supply chains.
Babcock International: Babcock won a large role in the three-way effort by supplying key sustainment services for United Kingdom submarines at HMAS Stirling in Western Australia.
Rolls-Royce: The company received long-term contracts to design and build the nuclear reactors for the SSN-AUKUS fleet. Its Derby facility in the United Kingdom is undergoing major expansion to meet this demand.
Thales: The firm was named primary sonar design authority and integrator for SSN-AUKUS, supplying advanced sonar and combat systems.
General Dynamics Mission Systems and Raytheon Australia: These contractors supply and integrate combat control systems across the United States and Australian fleets.
VEEM and MacTaggart Scott Australia: These precision manufacturers qualify for United States and United Kingdom supply chains.
Hofmann, Levett and Century Engineering: These three firms are moving through certification for specialized components.

Australia Choice: Guns over Butter

A 2025 article in The Guardian noted that AUKUS is estimated to cost up to three hundred sixty-eight billion dollars over thirty years although the deal could grow even more expensive if Donald Trump renegotiates terms to fit his America first agenda. The current agreement reached in 2021 covers purchase of three American-made nuclear-powered submarines, construction of five Australian-made ones and support for the vessels plus related infrastructure. Such spending leaves less funding for social priorities such as regional diplomacy and faster renewable energy shifts.

Sam Roggeveen, director of the Lowy Institute International Security Program, says cheaper options exist to match submarine capabilities that are meant to sink ships and destroy other submarines. These include spending on airborne systems, more missiles, maritime patrol aircraft and naval mines. The uncertainty AUKUS creates is that Australia is buying submarines able to launch Tomahawk cruise missiles against enemy land targets. That offensive ability is ultimately destabilizing. Focus should stay on defensive capabilities only.

Saul Eslake, an independent economist, says higher defense spending arrives when public funds face heavy demands in areas from aged care to disability services and childcare. At some point Australians will need to decide how to pay for extra spending on United States military products. As part of the agreement Australia has already pledged billions of dollars to help expand manufacturing capacity in the United States and United Kingdom. The financial cost of the nuclear-powered submarine program is so large that Marcus Hellyer of Strategic Analysis Australia has called it the country fourth service alongside the navy, army and air force. Hellyer notes the heavy investment in traditional assets including submarines leaves Australia with limited room to fund emerging defense technologies. There is little flexibility because so much of the investment budget is committed. Unfortunately it is committed to items that will not arrive for a decade or more.
