Cashless bail policies put lives at risk and reduce community quality of life. At minimum the public should know which areas follow these practices. For this reason the National Police Association endorses the Cashless Bail Reporting Act (H.R. 5625). The bill directs the Attorney General to issue a list of state and local jurisdictions that release people charged with covered crimes without cash bail pending trial.

The Cashless Bail Reporting Act was introduced by Rep. Mark Harris (NC-08) and co-sponsored by lawmakers including Mary Miller (IL-15), Andy Biggs (AZ-05), and Josh Brecheen (OK-02). It passed the House and was referred to the Senate Judiciary Committee.

Covered crimes are those that threaten public safety and order such as murder, rape, assault, burglary, carjacking, looting, and vandalism. The measure does not override state law, require policy changes, or restrict federal funding.

"State and local areas that let violent repeat offenders commit crimes without consequence have deprioritized the safety of law-abiding residents. Citizens deserve to know if their governments support these policies," said Paula Fitzsimmons, Legislative Director, National Police Association. "The Cashless Bail Reporting Act supplies the information people need to choose where to live and visit and serves as a tool to hold officials accountable," Fitzsimmons added.

The NPA commends the House for passing the Cashless Bail Reporting Act introduced by Rep. Harris. In the interest of transparency, public safety, and officer morale the group urges the Senate to consider and pass the bill, which incorporates parts of President Trump's executive order to end cashless bail.
