Business leaders and employers partnered with the Responsible Business Initiative for Justice to champion the reform over multiple years. They described the measure as a practical workforce solution that eliminates needless obstacles between qualified candidates and available positions. Supporters also noted it marks an essential step in addressing an expensive and difficult-to-access expungement system that has left many residents limited by prior records.

"Employers throughout Missouri advocated for Clean Slate over several years after observing how past records and a cumbersome process prevent capable workers from advancing. The new law will give thousands of residents a genuine opportunity to rejoin the workforce, benefiting employees, companies, and local communities alike," said Maha Jweied, CEO of the Responsible Business Initiative for Justice.

More than twenty Missouri businesses and chambers participated in the five-year effort through testimony, public statements, correspondence, and media outreach. Their involvement emphasized ongoing labor shortages worsened by visible records on background checks long after eligibility for relief, along with projected statewide economic gains of roughly 2.3 billion dollars in added annual wages. This effort, joined by community groups, policy specialists, justice-impacted individuals, and faith leaders, also drew attention to a core equity concern where fewer than one percent of eligible people ever obtain record relief.

Missouri now stands among states implementing focused Clean Slate approaches to ease access to jobs, housing, and broader opportunity. "Employers in the state recognize that equitable hiring practices support both business success and community safety. Strong business involvement in this reform demonstrates how workforce policy leadership can expand talent pools, reinforce local areas, and strengthen economic performance," said Kara Corches, President and CEO of the Missouri Chamber of Commerce and Industry.

"The legislation succeeded because residents statewide, including business voices, recognized the stakes involved. Access to employment, housing, and opportunity creates widespread advantages.
