, /PRNewswire/ -- The Ministry of Agriculture, Food Security and Nutrition (MAFSN) has formally introduced the Lesotho Farmers Portal, the nation's initial nationwide digital system to consolidate farmer and land details in a unified database. The Honourable Selibe Mochoboroane, Minister of Agriculture, Food Security and Nutrition, oversaw the introduction alongside Vodacom Lesotho. Officers in the field across all 10 districts will employ the system to enroll producers and their land areas, while gathering details on households, agricultural operations, animals, equipment and assistance programs.

Before this platform, producer records existed in paper documents, digital tables and isolated district files that lacked interconnection. Developed by FiscalAdmin Ltd on the Joget DX Enterprise system, the updated framework eliminates that fragmented approach, supplying the Ministry with a more complete overview of the agricultural sector.

Field officers apply the platform to enroll producers using their national identification number, gather household, agricultural, livestock and equipment data, and document land areas via GPS mapping. Ministry personnel can then access and examine the information from a central location, offering the government an active, countrywide perspective on the farming population for the first time.

For producers, official enrollment allows the Ministry to recognize their identity, their crops or livestock, and potential assistance requirements, establishing the base for upcoming programs such as focused subsidies and supply distribution. For the Ministry, the database substitutes partial and dispersed files with a single confirmed data source to inform policy and funding choices.

The broader system already features functions for program submissions, qualification assessment, decision handling and benefit allocation, which may be added as the initiative advances past this starting enrollment stage.

The Farmers Portal represents a key advance in enhancing the Ministry's ability to understand and aid producers throughout Lesotho. Access to dependable information in a single location will support better insight into producer needs, organization of agricultural initiatives and refinement of service delivery. Moving from creation to nationwide operation allows the platform to reach producers in every district.

Designed for public sector operational demands

The Farmers Portal was created by FiscalAdmin Ltd with Joget DX Enterprise, supported by multiple contributors to the initiative. MAFSN holds ownership of the database, the information and the procedures; the International Telecommunication Union (ITU) supplied the initiative structure and digital government approach; GovStack provided the Registration Building Block guidelines and reference design; the World Food Programme assisted with rollout, including the Joget DX Enterprise licence; and Vodacom Lesotho collaborated on the introduction and outreach to field officers.

The platform was constructed considering the practical limits of a compact public sector technology group. A large portion of the application is handled via setup rather than conventional coding, covering forms, listings, processes, user permissions and reference information. This allows Ministry personnel to update details such as districts, settlements, crops, animal categories and document types directly in the system, avoiding the need for a developer with each adjustment.

The development method also incorporated what FiscalAdmin refers to as LLM-assisted spec-driven creation. An LLM assistant operated based on a written outline rather than the active system, with each outcome submitted through the platform's API and verified by an automated testing process before deployment. If an issue arose, the correction was applied to the outline, not the system itself.
