The federal government aims to strengthen industrial activity along the California shoreline. Environmental advocates and elected officials voice worries about weakened safeguards.

Several months after revealing intentions to permit offshore drilling along California's coast, the Trump administration now requests comments from industry groups on a federal initiative that partners with states to oversee coastal growth responsibly.

The request has prompted unease.

In late June, the National Oceanic and Atmospheric Administration invited public comments on the California Coastal Management Program. It specifically sought views from sectors involved in spaceport facilities, offshore oil extraction, pipeline upkeep, desalination efforts and undersea cable projects.

Secretary of Commerce Howard Lutnick stated in a release that the complete formal review would prioritize locations for national defense installations, energy production, ports and transport networks.

"America must continue to lead in innovation, space exploration, and economic strength," Lutnick said. "Obstructionist policies that delay critical national infrastructure in the name of environmental extremism are unacceptable."

Environmental advocates and elected officials in the San Diego area warn that the effort could erode regulations and protections, potentially allowing expanded and more intensive coastal development.

"I am opposed to offshore oil drilling off the California coast," said state Sen. Catherine Blakespear. "We should make it really as hard as possible to do this off the California coast, because it is over the objections of our local communities and our environmental groups and our local governments, and there is no benefit to California."

"They are looking for the private sector to complain about regulation," said Phillip Musegaas, executive director of San Diego Coastkeeper. "This is not a request for environmentalists to come in and talk about how great the Coastal Act has been."

What is the Coastal Act and why does it matter?

When the federal government created the Coastal Zone Management Act in 1972, it recognized a national interest in the effective management, beneficial use, protection and development of the shoreline, along with growing demands to extract resources from coastal waters and lands.

The goal of the federal law was to balance industrial progress with the need to preserve delicate ecosystems and maintain public access.

To achieve this balance, the law permitted states to develop federally approved coastal management programs. In California, this resulted in the formation of the California Coastal Commission, which oversees land use and access along the shoreline.

The law also enabled California and other states to receive funding for coastal protection initiatives while granting the state agency authority to evaluate federally permitted projects against its own standards.

It is a framework that has faced tests in San Diego County, with positive outcomes. In 2008, the California Coastal Commission rejected a toll road proposal through San Onofre State Beach, and the federal government supported that choice.

Yet disputes over state authority and differing federal goals have led to other issues. In 2011, Alaskan leaders allowed their program to end, with some noting it hindered coastal projects.

What is at stake in California today?

California possesses 1,100 miles of shoreline, and its character and economy remain closely linked to Pacific waters and prime coastal lands. This connection can create tensions at times.

Musegaas notes that he and other environmental advocates, including Jennifer Savage from the Surfrider Foundation, are well positioned to highlight the achievements of the coastal management program.

"Fine, you want to undertake a review of the Coastal Zone Management Act in California?" Musegaas said. "We are here to tell you how well it is working."

Among the state's achievements are marine protected areas that have become a global model as an international gold standard. These zones have helped restore habitats and marine populations, supporting sustainable commercial fishing.

The Coastal Commission has also prevented two proposals by SpaceX to expand rocket launches from Vandenberg Space Force Base due to insufficient environmental analysis.

Last year the Trump administration issued an executive order to ease rules for spaceport infrastructure, emphasizing national security needs.

A NOAA spokesperson declined an interview request with inewsource and confirmed via email that the agency sought input from relevant stakeholders in the five listed industries as part of its review.

SpaceX also did not respond to an interview request.

San Diego Council President Joe LaCava, whose district covers La Jolla and Pacific Beach, said locals must now actively defend protections they may have assumed would remain secure.

"I used to say, patience and persistence," LaCava said. "I think the patience is kind of running out. We just have to be aggressive and persistent to send our message and clearly articulate what is important to us."
