CONCORD - Anthony Sanborn, also known as Andy Sanborn, 64, entered a guilty plea today to Theft of Government Funds, announced U.S. Attorney Erin Creegan. U.S. District Judge Landya B. McCafferty set sentencing for October 15, 2026.

This office remains committed to fighting fraud and holding accountable those who improperly take taxpayer resources, stated U.S. Attorney Creegan. The conviction stems from outstanding efforts by a skilled group of agents. We and our partners will keep investigating misuse of federal aid programs.

This casino proprietor likely believed he scored big after securing more than a quarter million dollars intended to sustain enterprises during an economic crisis triggered by the pandemic. Yet justice prevailed as authorities exposed his diversion of those resources for personal profit, noted Ted E. Docks, Special Agent in Charge of the FBI Boston Division. The FBI will not tolerate individuals who attempt to defraud the government for lavish lifestyles. We pursue such cases vigorously.

The guilty plea by Andy Sanborn highlights IRS-CI dedication to eliminating fraud and theft from government programs, said Thomas Demeo, Special Agent in Charge of the Internal Revenue Service Criminal Investigation, Boston Field Office. Sanborn took federal money meant to help small businesses during a worldwide health crisis. Rather than investing in his enterprise, he chose personal gain and bought luxury goods.

The U.S. Postal Inspection Service supports prosecution of people like Anthony Sanborn who misused pandemic relief funds, stated Jason Buckley, Acting Inspector in Charge of the U.S. Postal Inspection Service, Boston Division. Inspectors and partners revealed that Sanborn spent over a quarter million dollars on personal items. We will keep working with agencies to halt such schemes.

Sanborn owned and ran Win Win Win, operating as Concord Casino. He obtained $844,000 in Economic Injury Disaster Loan funds from the Small Business Administration. He certified the money would serve only as working capital for the business. Instead he spent $255,232.72 on personal costs, including $48,750 for a 2006 Porsche Cayman on January 18, 2022.

Theft of Government Funds carries up to 10 years in prison and fines up to $250,000 or twice the gain or loss. Judges determine sentences using federal guidelines and statutes.

The FBI, IRS Criminal Investigations, and U.S. Postal Inspection Service conducted the probe. Assistant U.S. Attorney Alexander S. Chen handles prosecution.

On April 7, the Department of Justice formed the National Fraud Enforcement Division. The division targets fraud against the public. This work aids President Trumps Task Force to Eliminate Fraud, led by Vice President J.D. Vance, to reduce waste in federal programs.
