The 2026 New Hampshire legislative session has largely wrapped up for now.

Lawmakers will reconvene to handle Gov. Kelly Ayotte vetoes, and while a special session remains possible for urgent matters, it looks improbable at this point.

Revenues exceeding projections by well over $100 million make a budget crisis unlikely, though the state faces a decision on a large North Country land parcel where it holds first refusal rights if the buyer plans clash with state interests.

Acquiring the Connecticut Lakes Headwaters tract would require a substantial down payment plus $68.7 million from state coffers.

Years earlier the state secured land near Lake Umbagog through federal partnership when that property entered the market.

Under the current Washington administration, federal support for similar conservation efforts appears nonexistent unless the site could somehow align with resort development under the Trump name.

Mirroring national capital conflicts, Concord saw routine heated exchanges on multiple topics, with the Republican majority often pushing aggressively and Democrats responding more as aggrieved parties than a robust opposition.

The atmosphere frequently turned unpleasant.

In the prior term both parties cooperated more closely since neither held reliable majorities on key votes due to narrow partisan splits.

This session brought sharper visible friction that persisted until the final day when Rep. Ross Berry, R-Weare, scolded Democrats for mocking residents over rising property taxes, though that was not the reason for their laughter.

Republicans have dominated lawmaking in Concord across most of the past century except brief periods such as 1996 to 2017 when Democrats held the governorship for nearly all years except two under Cabletron founder Craig Benson, whose main legacy involved extending an invitation to the Free State Project.

That movement contributes significantly to current legislative challenges.

Free Staters have reshaped the former Republican Party into a Libertarian-Republican blend despite numbering under 9,000 members, with roughly 60 to 70 House seats and two Senate positions.

Their aim includes pushing Democrats and moderates out of the legislature and state through deliberate discomfort.

These Republicans have spent recent years faulting school boards and select boards for escalating property taxes while ignoring how healthcare, energy, and special education expenses have surged dramatically.

They overlook the state's 30-year failure to fulfill its constitutional duty for adequate public education funding, as shown by repeated court losses in related lawsuits.

New Hampshire ranks last nationally in state support for K-12 and higher education, and even doubling current contributions would leave it at the bottom.

The legislature provided no increase in education aid this term after adjusting the formula last session, resulting in reduced support for some high-need districts.

Municipal aid also ranks near the bottom among states, especially when excluding the statewide property tax component.

This session lawmakers narrowed the definition of an adequate education and passed measures shifting more costs to local property taxes without establishing any minimum state share, potentially allowing it to drop to zero.

They approved multiple bills overriding local zoning to address housing shortages yet skipped the key step of funding infrastructure needs that new development demands, leaving towns to cover those expenses.

Democrats laughed at the audacity of claims that voters face being taxed out of homes when the majority party actions have worsened the problem rather than resolving it.

Now they push for local votes on school budget caps in upcoming elections even though districts could have pursued this option already with little uptake.

The repeated hypocrisy and arrogance from House Majority Leader Jason Osborne and allies set a divisive tone throughout the session.

After business concluded, Rep. Jonah Wheeler, D-Peterborough, called out petty conduct from both parties and urged focus on state needs over partisan gains, echoing earlier traditions of collaboration.

He highlighted issues including a censure for anti-Semitic and anti-immigrant social media remarks plus a reprimand for an inappropriate gesture during the governor state-of-the-state address.

Speaker Sherman Packard echoed calls to reduce partisan attacks and included a quote from former Speaker Dick Hinch advocating unity across party lines for the benefit of communities.

Deeper problems persist.

A top Republican priority remains the Education Freedom Account program, which has evolved into subsidies for affluent families already using private, religious, or homeschool options rather than supporting public systems.

Participants often shift children into environments sharing narrow political or religious views, promoting tribal separation instead of broader community ties.

This pattern lies at the core of dysfunction in the New Hampshire legislature and statewide.

The state has grown more divided and less focused on collective well-being.
