Germany has no basis to claim it lacked notice. The alerts were public, documented and institutional. They originated from courts, diplomats, human rights specialists, religious freedom supporters and international monitors. Germany received these alerts yet moved forward regardless.

For years German officials justified monitoring Scientologists as a safeguard for democracy. Yet following extended intelligence efforts, widespread doubt, sect filters, exclusion lists and official barriers, the effort concludes without authorities demonstrating the risk they asserted to investigate.

This result does not bolster Germany's stance. It reveals the flaw in the assumption that sustained the process long after supporting facts failed to emerge.

The alerts started early. In 1997, the year the Office for the Protection of the Constitution launched its monitoring effort, the Human Rights Centre at the University of Essex cautioned that democracy in Germany was being applied to enforce uniformity and noted an officially backed atmosphere of bias and disparagement toward minority faiths, especially the Church of Scientology.

The alerts persisted. The U.S. State Department faulted Germany for the overtly biased approach of barring people from civic and professional activities purely due to religion or belief.

It further noted the reality German officials could not avoid: extended monitoring yielded no legal actions, no verdicts and no proof that Scientology posed a security concern.

The alerts expanded. At the OSCE, questions arose about Germany's application of sect filters, statements compelling individuals to disavow Scientology to secure jobs, agreements or entry to public resources.

In 2019 United Nations Special Rapporteurs cautioned that such statements compelled applicants to reject ties to Scientology beliefs, activities or groups to gain access to benefits including personal aid, professional contracts, public bids and job-related entry.

The alerts arrived from varied bodies, nations and periods. Yet they all indicated the same fact: Germany was not defending democracy by sidelining Scientologists. It was breaching the values democracy aims to uphold.

German courts often concluded what officials resisted: Scientologists possessed rights.

In Berlin a court prohibited undercover operations against Scientology after prolonged observation produced no data warranting such invasive tactics.

In Bavaria courts invalidated Munich's anti-Scientology sect filter after a woman lost an environmental grant for declining to affirm she was not a Scientologist.

The matter was not terrorism.

It was not radicalism.

It was an e-bike.

That is what Germany's system of doubt had turned into: a government structure so accustomed to excluding Scientologists that even a public environmental subsidy served as a tool for religious bias.

The alerts proved accurate.

The courts proved accurate.

The human rights issues proved accurate.

Now after decades the monitoring stops without the government delivering the threat it cited to support the harm.

Scientologists faced job losses.

Enterprises were flagged.

Families faced stigma.

Children met resistance.

Professionals and creators were singled out due to religious ties.

Germany did not simply probe a faith. It fostered conditions where regular believers could be viewed as risks to democratic society because of their beliefs.

That is the account now confronting Germany.

Not what it discovered.

What it did after discovering nothing.

The issue is no longer whether the monitoring should cease.

It is why it continued so long after the alerts were already documented.
