Annual awards celebrate Arizona's exceptional non-elected public servants and the lasting impact of their leadership

From broadening opportunities for ongoing education to promoting economic development, encouraging civic engagement, and ensuring Arizona's water resources, four remarkable public servants were honored at the 2026 Gabe Zimmerman Public Service Awards during the Arizona City and County Management Association (ACMA) Summer Conference. Offered yearly by the Center for the Future of Arizona (CFA), the awards acknowledge non-elected public servants whose guidance bolsters communities, enhances government operations, and creates a significant positive effect on Arizonans' lives. Selected via a rigorous statewide nomination procedure by an independent volunteer selection committee comprising representatives from government, business, nonprofit, and civic sectors, this year's honorees demonstrate the pinnacle of public service standards in Arizona.

This year's recipients include Kelsey Lamphier, Ana Urquijo, Billy Kovacs, and Christopher Avery. Together, they embody years of public service and a mutual dedication to addressing intricate issues, enhancing quality of life, and fostering more resilient Arizona communities.

Named to commemorate Gabe Zimmerman, Community Outreach Director for U.S. Representative Gabrielle Giffords, who perished in the 2011 Tucson mass shooting, the awards honor Arizona's non-elected public servants whose leadership, innovation, and dedication produce enduring effects on communities statewide. The Gabe Zimmerman Public Service Awards are given in collaboration with the Zimmerman family and ACMA.
