Mills observed that essential risk information frequently exists yet remains difficult to locate and apply. The existing frameworks struggle to connect effectively with users in their daily routines.

During fire events Mills depended on volunteer radio operators who monitored scanners and shared updates via social media. While helpful these posts faced interference from misinformation and unrelated material that could obscure critical messages.

As a software engineer and entrepreneur Mills assembled volunteers and engineers to develop a solution. Watch Duty operates as a nonprofit fostering trust among its more than 20 million users and secured nearly 6 million dollars in grants and contributions during 2025.

The service now includes around 300 volunteer reporters who compile and verify data from radio scanners cameras satellites user reports and official releases. Content appears in five languages through maps text streams and notifications that activate even on silenced devices.

Users avoid consulting separate sources such as weather services or county sites explained meteorologist Pete Curran. Details arrive consolidated in clear language and can awaken sleeping individuals.

Watch Duty occasionally delivers updates ahead of local agencies because reporters focus solely on observation and listening noted Curran a former firefighter. Their role excludes incident command responsibilities.
